if you mean a future jamahiriya for all humans, then there should be no money system and the society should be politically arranged as described in "green book - part 1" ( section "popular conferences and people's committees" ).
but if you talking about the libyan jamahiriya, then these were some features of libyan jamahiriya... you will see that a person didn't have to spend much on living comfortably...
1. every unemployed person was given a good amount of money until they found employment. they can use that money however they want.
2. water was for free, electricity was for free, education and medical treatment were for free.
3. anyone wishing to do agriculture was given farm land for free, and also the initial necessities ( tractor, fertilizer etc ) for free.
4. anyone wishing to do business was given an initial funding of 10,000 dollar ( i think )... without interest of course.
5. for public projects, agreed upon by people, spending will be by the system ( exchequer ).
6. housing was a right... there was no rent for houses.. there were no homeless people in libya... the first home was given by the system to the person... the next house was partially funded by the system ( i think )... a person cannot own more than one house.
7. for buying a car, the exchequer will give you most of the amount... without interest.
8. every married couple was given 60,000 dollars at their wedding, and 5,000 dollars ( i think ) for every child... this because libyan jamahiri population was low, about four million people.
