I have labelled the Arabs in red.
I have labelled South East Asians in blue.
I have labelled Central Asian countries in green.
I have labelled the African countries (excluding Arab Africans) as purple.
I have labelled European/West Asia countries in orange.
I have labelled South Asian countries in gold.
I have labelled Iran in pink.

According to this list the most democratic Muslim countries are:

1.) Indonesia
2.) Mali (Recently had a coup)
3.) Malaysia
4.) Bangladesh
5.) Turkey
6.) Tunisia
7.) Senegal
8.) Lebanon
9.) Palestine

10.) Pakistan
11.) Kyrgyzstan
12.) Sierra Leone
13.) Mauritania

14.) Niger
15.) Iraq
16.) Egypt
17.) Jordan
18.) Morocco

19.) Nigeria
20.) Kuwait
21.) Burkina Faso
22.) Libya
23.) Comoros

seems reasonable. Surprised to see Palestine above Pakistan given that how many people here enjoy bashing Palestinian territory.

Mali (the highest African nation) recently had a coup.. so they should drop a lot.

Pakistan is slowly evolving though.

Tunisia just got away from dictatorship and they jumped so high? Wow.

honestly, there should be 5 main democracies in Muslim world- Indonesia, Malaysia, Turkey, Pakistan & BD.
The reason I'd rather see Pakistan higher up is, overlooking the past, presently, Pakistan does have a working elected government and relatively much better evolved as a democracy than MANY of the other countries mentioned in the top 10.

Not saying the democracy is great there, just better of the many of the other options!

Democracy doesn't necessarily mean good-country though. Most Gulf nations are doing really well, and they're not democracies. Pakistan also had it's best times under military rulers.

Well we can say that Mali is no longer a democratic country because of coup.. so Pakistan is top 9 now.

I disagree with their list and it needs to be modified:

1. Turkey
2. Malaysia
3. Indonesia
4. Iran
5. Lebanon
6. Pakistan
7. Palestine
8. Bangladesh
9. Jordan
10. Morocco
11. Egypt
12. Tunisia
13. Nigeria

The rest are authoritarian type Governments.

As expected, my favourite Muslim country Indonesia ranks high. A secular, democratic and progressive country. That is how all Islamic nations should be.

The only reason why authoritarian governments like Qatar or Bahrain is doing so well is because of their oil resources and OPEC. Other Muslim nations do not have that advantage. Thus, we must be fair in comparison (some people will use this point to say democracy is bad, sitting in comfort of secular democratic and infidel kafir nations).

Another problem at this ranking is that some countries have sham democracies. Such as pakistan, the democracy is basically non-functional due to corruption and mismanagement.

Even the best of the Islamic world is not the great.

probably the best list so far (upto no6) but why is everyone ranking Lebanon so high? Why not Jordan? King Abdullah seems to be a lot more progressive in his views.

Please explain why you promote the worst of policies for Muslims here while you sit pretty in a democratic judea Christian country for yourself? Why do advise people to be more open to be more extremist, while you have chosen to live under her majesty's rule?
