No, its not a war, an escalation, an invite to up the ante, let's see if they are prepared for their political death. The whole drama was just a play to get votes in the upcoming election, not an actual intention to wage a war and we would have made it difficult for them and set a precedent for future.

yes, but hitting a base means all out war and in such an eventuality hitting just one base is stupid, you better hit as many as can. But I do not think any one was ready to escalate to that level.
