You're right. They've realized that NATO can't honestly claim to be victorious in Afghanistan.

So their strategy, in my view, is to portray Taliban's imminent return post-2014 in light of Pakistani support and so called double-dealing.

This illusion will atleast have some effect in concealing NATO's failures.
