Chennai man helped crack BJP office blast case
The presence of mind shown by a man in Chennai in taking the contact number of two men who bought his motorcycle helped Bangalore and Tamil Nadu police identify Panna Ismail, Police Fakruddin and Bilal Mallik — the three men arrested in Andhra Pradesh on Saturday — as executors of the April 17, 2013, bombing outside the Malleswaram office of the BJP in Bangalore.

The motorcycle, a TVS Suzuki Max 100 R, was used to plant the bomb. The police used the phone number provided by its owner to zero in on the suspects belonging to the Al Ummah outfit in Tamil Nadu and carried out the first arrests within six days of the blast.

Documents placed before the Karnataka high court and a magistrate court in Bangalore over the past six months reveal city police analysed the site of the 10.30 am blast with forensic experts and identified a blue TVS Suzuki Max 100 R with the registration TN 22 R 3729 (later found fake) as the vehicle on which the bomb was placed in a parking lot a few metres from the BJP office.
Grainy footage from a CCTV camera at a Malleswaram house opposite the parking lot showed a partially bald man — later identified as Panna Ismail — parking the motorcycle and rushing away — some six minutes before the bomb exploded.
From the chassis number of the motorcycle, 1108F001568, and engine number, 1108M05647, manufacturer TVS Motors directed the police to its first owner. By night, they were at the doorstep of R Prakash.
Prakash told the police he sold the bike on April 15 to Anwar Basha and M Raza, who came through Vellore auto consultant Gopi, for Rs 7,300.
The buyers were initially reluctant to provide a contact number but Prakash insisted and got 7708484043.
The police found that the number was registered in the name of Tirunelveli resident Maheshwaran Pillai, whose son Rajesh Nair had lost his phone on February 12, 2013.
A special technical intelligence unit of the Bangalore police then began analysing the SIM card and the IMEI signature, 356675000594410, of the phone.
They found that a second SIM card was used on a few occasions and its number, 9626489934, belonged to Basheer of Palayamkottai in Tirunelveli, Tamil Nadu.
Bashir told the police he got the phone and the SIM card from Wahid of Melapalayam and gave the SIM card to Panna Ismail on the directions of Kichan Bukhari, a member of the proscribed Tamil Nadu terror outfit Al Ummah involved in the 1998 Coimbatore blasts that killed 58 people. With the knowledge that the SIM was used to buy a bike Basheer and Bukhari were arrested on April 23.
Ismail was paid Rs 50,000 by Bukhari for the bombing operation. Police Fakruddin and Bilal Mallik, the former Al Ummah members arrested on Saturday, used the names Anwar Basha and M Raza to buy the motorcycle in Chennai. Fakruddin is allegedly an explosives expert.
The police are now likely to probe the internal and external links of this group that returned to terror in 2011 after a lull of nearly 13 years following the Coimbatore blasts.
"If the seller of the motorcycle had not insisted on a contact number, the case may have remained undetected. It was his presence of mind that helped crack the case," a senior police officer said.
Police suspect the said phone was deliberately used to buy the bike since its owner is connected to some right-wing Hindutva groups.

CHENNAI: Tamil Nadu chief minister J Jayalalithaa, on Tuesday, opened up the purse strings of the state exchequer to reward handsomely 22 policemen and officials who were involved in nabbing the three Al Umma terrorists from their hideouts in Chennai and Puttur in Andhra Pradesh last week.
Hailing the effort of the police team that nabbed the fugitives - Sikkander 'Police' Fakrudeen, Panna Ismail and Bilal Malik - Jayalalithaa announced a cash reward of Rs five lakh each to 21 people in various ranks, from superintendent of police to constable. Special division inspector S Lakshmanan, who sustained stab injuries in the police operation at Puttur, will get Rs 15 lakh. In the assault, he sustained 15 cut injuries on his head, shoulder and nose and also suffered a rib fracture. She also said the state government would bear his entire medical expense. Except the two SPs, the other 20 people involved in the operation - in the rank of constable to additional superintendent of police - would be given a one-step promotion.
The government largesse, however, has created a lot of heartburns as around 80 people - from CB CID director general Narinderpal Singh to constables - have been left out from the list of beneficiaries. An official said, "In all, there were about 100 police officials and constables involved in the final operation. It was a tough task to get the inmates of the Puttur house alive, because Andhra Pradesh police were bent on eliminating them. Our officials did a lot of hard work to convince our Andhra Pradesh counterparts. Moreover, the contribution of the special investigation team and that of some officials in the special division who got the vital clue that led to Fakrudeen's arrest has been ignored. It was a team work that spanned over two-and-a-half-months that led to the arrest of the three terrorists".
Even while rewarding the special task force personnel who eliminated brigand Veerappan, the government committed the same mistake of leaving out many deserving personnel, said another official. "If the government takes a relook at the present case, it will be a morale booster for the force," he said.
The government had set up a special investigation team headed by Narinderpal Singh to nab the terrorists after they were involved in a series of murders of Sangh Parivar leaders and a failed attempt on the life of BJP leader L K Advani near Madurai two years ago. It was the murder of BJP state general secretary V Ramesh in Salem in July this year that finally raised the alarm bells.

CHENNAI: Amid complaints of several police personnel who participated in an anti-terror operation being overlooked by the state, Tamil Nadu chief minister J Jayalalithaa on Monday extended cash reward to more than 250 police personnel who helped nab three Al Umma terrorists from their hideouts in Chennai and Puttur in the neighboring Andhra Pradesh.
Jayalalithaa had earlier honoured the brave act of special division team that nabbed the fugitives - Sikkander 'Police' Fakrudeen, Panna Ismail and Bilal Malik - with a cash reward of Rs 5 lakh each to 21 personnel in the ranks of superintendent of police and constable. Inspector S Lakshmanan, attached to special division, who sustained stab injuries in the operation at Puttur, was given cash reward of Rs 15 lakh.
In an official statement, Jayalalithaa said the coordination efforts of the personnel played a pivotal role in nabbing the culprits in such an operation. "Thus, I have ordered cash reward to all those who executed their duties perfectly by offering intelligence inputs in these cases and related ones," she said while announcing Rs 5 lakh cash reward each to Perimet inspector Veerakumar and Madurai special division head constables M Vijayaperumal and K Mariappan.
Veerakumar rushed to the spot, immediately after getting a timely alert from Perimet constable Radhika about special division inspectors Lakshmanan and Ravindran struggling hard to nab Fakrudeen near Choolai in Chennai. Veerakumar overpowered the terrorist, which led the Tamil Nadu team zero in the other two terrorists at Puttur hideout. Jayalalithaa rewarded Rs 2 lakh each to constable Radhika and special division cell inspector S Ramamurthy (Madurai) and B Bandarinathan (Tirunelveli).
That apart, the chief minister announced a reward of Rs 1 lakh each to 245 personnel, including five constables from Perimet police station, another six personnel who helped defuse the explosives seized from the hideout and others attached to special division, special investigation division, special intelligence cell and special investigation team.

Al Ummah planned to blow up Modi with 17 kg of explosives

This large cache of arms was the arsenal assembled by terror outfit Al Ummah for their biggest target -- Gujarat Chief Minister and Bharatiya Janata Party’s prime ministerial candidate Narendra Modi.
The three Al-Ummah operatives, who were arrested in a joint operation by the Andhra Pradesh and Tamil Nadu police after a 10-hour operation, have admitted that they had planned to target Modi during a political rally in Andhra Pradesh.
The arrested operatives -- Bilal Malik, Panna Islmail and Faqruddin -- reportedly sourced the explosives from Udupi in Karnataka. They hid the cache at their hideout in Puttur, Andhra Pradesh, from where they were finally nabbed by the police.
The police have so far seized 202 electrical detonators, 17 kilograms of explosives, 78 slurry, 6 pipe bombs, 7 kilograms of black slurry cell and 59 ordinary detonators.
The trio told interrogators that they planned to use the six pipe bombs to target Modi’s rally that is scheduled to be held in Andhra Pradesh on October 18. They had planned a similar operation at Modi’s rally in Hyderabad but could not carry it out.
“We wanted to plant six pipe bombs around the venue to carry out a series of blasts and send across a very strong message. We had planned to target Modi’s rallies in south India,” they said.
During the earlier round of questioning, the arrested trio had revealed that they had included several BJP leaders from south India in their hit list.
The police even claimed that they had found a diary with the name of the targets.
This Al-Ummah group has been accused of murdering a BJP leader in Salem and targeting a rally by BJP leader L K Advani in Tamil Nadu.
The Andhra Pradesh police, who have been questioning the arrested terrorists, have informed their counterparts in Gujarat about the plan to target Modi.
A police team from Gujarat will soon question the trio to elicit more information about the plan to target Modi.
The Andhra Pradesh police are now coordinating with their counterparts in Karnataka to dig deeper into how the ammunition was sourced.
Preliminary investigations indicate that the ammunition was sourced from Vishwasnagar in Udupi.
Police are also trying to find the source of funding for Al-Ummah which has no apparent links to other terror outfits. It generates funds from donations and one Abu Siddiqui is reportedly a major benefactor of the group.
The group operates on a small scale -- it needs only Rs 50,000 to carry out a terror strike and it has enough sympathisers who will finance such an operation.
