Taskforce pushes for special operations command

NEW DELHI: India urgently needs a Special Operations Command (SOC), which brings together disparate special forces of the Army, Navy, IAF and other agencies under a unified command and control structure in order to execute strategic or politico-military operations in tune with national security objectives.


Experts say the government must no longer dither in creating the SOC, one of the key recommendations of the 14-member Naresh Chandra taskforce report submitted to Prime Minister Manmohan Singh on May 23, since the country needs to strengthen its clandestine and "unconventional" warfare capabilities to effectively tackle the challenges ahead.

"The threat of full-blown conventional wars may be receding but the spectre of terrorism, irregular, asymmetrical or fourth-generation warfare is looming large. Inadequately equipped Indian special forces are wallowing in merely tactical roles, often pulling in different directions,'' said a senior officer.


"The SOC, which will be more relevant in peace than war, should be a critical element in India's preparedness to handle non-traditional threats and out-of-area contingencies. Our special forces need unity of command as well as proper structuring, modernization and tasking for effective covert operations and counter-terror,'' he added.

The idea for a SOC is of course not startlingly new, much like many other recommendations of the taskforce report that call for more effective integration of the three Service HQs with the defence ministry, revamp of the entire intelligence system and rapid infrastructure development to meet external and internal security challenges, as was earlier reported by TOI.

But the first anniversary this month of the flawless operation by the American Navy Seals (under the United States SOC that works closely with CIA) to take out Osama bin Laden in Abbottabad last year has only served to reinforce it.


The taskforce report, on its part, stresses the Indian special forces are not being utilized to their full potential. They need to be brought together under the SOC, which would report directly to the chiefs of staff committee (CoSC), it says.

Indian special forces like Para-SF (Army), Marine Commandos (Navy), Garuds (IAF), Special Frontier Force (cabinet secretariat) and National Security Guards (home ministry), among others, currently report to different masters and ministries.

Interestingly, the committee's report has also recommended the creation of a permanent post of CoSC chairman, without impacting the autonomy of the Army, Navy and IAF chiefs who constitute the panel as of now. At present, the seniormost of the three services also wear the CoSC chairman's hat.

This is not too different from the 2001 Group of Ministers' report on "reforming the national security system" after the Kargil conflict, which had also recommended a chief of defence staff (CDS) to provide single-point military advice to the government.

So bringing these Special forces togethor for exercises and protecting politicians?

It's a really good idea, they should form a unified special operations command & bring that directly under the control of RAW :devil:

^^ try to understand RAnW have their own personnel for special ops. they even have a mini air force under the aegis of the ARC .
these units are mainly being brought under a unified command to enhance their operations.

But whats the use when they are not allowed to hunt targets outside the borders?
Are these special forces are only for hunting insurgents in our soil?

We have a situation where one SF is overburdened and other SF is not facing the action a SF should be facing.This JSOC will try to sort this out.Moreover it will help us to use our resources to full potential and increase inter operatibilty.

If our SFs have not carried operations outside the borders doesnt mean it wont in future..and even if they have done operations you and me would never come to know about it.


I am hoping if this JSOC is formed and MARCOS carry out the modernisation like they have planned for in the next few years then i think there is a chance that PARA and GARUDS will also get the upgrades the MARCOS will be getting.

That has got more to do with political will than anything else. Unless we get that pu$$y Manmohan Singh outta here and some drastically different leader steps in, this situation would remain the same.

Why risk the lives of the commandos and the operation itself when you can outsource the same to the local guys. Do you seriously think RAW has never undertaken such operations..? How do you think support for Khalistan dried up..?
Its better to spend Dollars than to spend lives..

You're very right but why aren't we doing such things today for example with Hafiz Saeed?

Why not get him killed through a contract killer or something. How difficult could it possibly be to find a good sniper in Pakistan who could target him at one of his rallies from, let's say, the rooftop of a nearby building?

People have assassinated presidents in this world. How difficult could it be to assassinate Hafiz Saeed?

Because all this guy can do right now is hold rallies and attend the meetings of DPC..And He has become a sort of celebrity there..
Plus he is doing more harm to Pakistan than India ( If you know wht I mean ;) )..
Lashkar is very contained now and is slowly drifting towards Anti-Amrika and Sectarian war...Be it lashkar or, Jaish - they have got their hands full in Afghanistan..
Rest assured RAW will not hesitate in dispatching him when time is right... This is most I can tell on a forum like this..

Then what about Dawood..why doesnt the RAW get him killed?Moreover as soon as the NATO and US quit Afghanistan the next target is surely gonna be India.

Because He is very low on priority list. He is more of a name tag now.

One thing we must understand is that RAW is no MOSSAD. Neither has it got internal political support like MOSSAD , nor it employs the methods like Mossad. The biggest achievement of RAW is that Pakistan has got no proof to link any incident happening in Pakistan to RAW.Everybody in Pakistan talks about RAW's involvement in Balochistan but they got no proof to back it up.
RAW's modus operandi unlike MOSSAD's reactionary assassinations is establishing Sleeper Cells and using them in times of serious need.

During khalistan insurgency times, RAW was allowed to operate in enemy territory...
But One gut Pm of india stopped operations of RAW outside its border...
And khalistan have ended, but islaamist millitancy have increased..
But that policy is yet to be reversed
