Premier Li: Mainland to roll out more measures to promote cross-Strait cooperation

Chinese Premier Li Keqiang said the mainland will roll out more measures to promote cross-Strait ties and ensure the equal treatment of Taiwan businessmen and residents working and living in the mainland, while reiterating that the mainland firmly opposes Taiwan independence.

The mainland rolled out 31 measures last year to ensure the equal treatment of Taiwan residents when it comes to work, study and education with mainland residents, Li said, adding that it will roll out more profitable policies in the future.

Li made the comments at a press conference Friday after the National People's Congress (NPC), China's top legislature, concluded its annual session.

When answering a question raised by a Taiwan media organization, Li stressed that Chinese President Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, has articulated the mainland's Taiwan principle and policies clearly in his speech commemorating the 40th anniversary of issuing the Message to Compatriots in Taiwan in January. The mainland will continue to adhere to the one-China principle and the 1992 Consensus and firmly oppose Taiwan independence.

Li noted that only by adhering to the one-China principle and the 1992 Consensus, both sides cross the Strait are able to promote peaceful growth and the peaceful reunification of the motherland.

In August, the Taiwan Affairs Office of the State Council released 31 measures including 12 on equal treatment for Taiwanese enterprises, and 19 on offering Taiwanese compatriots equality with mainland compatriots in education, setting up businesses, and working and living on the mainland.

More CEOs in Taiwan see Chinese mainland as most important market: PwC survey

TAIPEI -- An increasing number of companies in Taiwan consider the Chinese mainland the most important market for their growth in 2019, according to the results of a survey released Wednesday by PwC Taiwan.

Three-quarters of surveyed CEOs of Taiwan enterprises said the Chinese mainland remains the most important market in 2019, up from 72 percent last year, revealed PwC Taiwan.

As part of PwC's annual global CEO survey of 1,378 CEOs, the PwC Taiwan conducted interviews with 245 CEOs from sectors of technology, telecom, consumption, manufacturing, industrial, health, energy and public resources, and finance services during October-December 2018.

Among the interviewed chief executives of Taiwan enterprises, 52 percent viewed the United States as the most important market for growth this year, down from 59 percent in 2018, while 23 percent, 18 percent and 14 percent of Taiwan CEOs considered Japan, Vietnam and Germany, respectively, as their most important market.

When asked about the global economic outlook this year, Taiwan CEOs were the most pessimistic among their peers from major economies, as 47 percent of respondents in Taiwan predicted a decline in global economic growth, compared with 8 percent last year. The proportion marked the highest level since 2013 in Taiwan, well above the 29 percent shared among global CEOs.

Only 27 percent of Taiwan CEOs projected higher global economic growth in 2019, compared with 42 percent globally.

In terms of revenue growth for their own companies this year, only 19 percent of Taiwan CEOs said they are "very confident," compared with 35 percent of global CEOs. The proportion touched the lowest revenue confidence level since 2016, according to the PwC survey.

"This sends a very bad signal," said PwC Taiwan CEO Chou Chien-hung, who led the survey. "For Taiwan CEOs, 2019 will be the most stressful year with the fiercest competition."

According to the survey results, Taiwan CEOs viewed trade conflicts, geopolitical uncertainty and policy uncertainty as the potential threats they are most worried about, while other CEOs considered unstable exchange rates, protectionism and uncertainty in economic growth to be the most prominent threats.

About 40 percent of the surveyed CEOs were from companies with an annual business turnover between 100 million U.S. dollars to 999 million U.S. dollars, while 39 percent represented those with annual revenues below 100 million U.S. dollars.

据央视网3月23日消息:这几天大家的手机都被粤港澳大湾区刷屏了,大湾区提出了一小时交通圈的目标,目前大湾区有11个城市分布在珠江口的两侧,港珠澳大桥刚刚开通,过江都要走虎门大桥,拥堵的交通成了东西两岸交流的重要障碍。而如今,这里正在建设一条深中通道总长24公里的,难度堪比港珠澳大桥。

虎门大桥是广东省东西两翼的重要交通枢纽,从惠州、深圳和粤东地区等地过来的车辆,想要到南沙、珠海和中山,必须要走虎门大桥,这是连通珠江东西两岸的必经之地。

虽然从深圳到中山的直线距离是20多公里,可途经虎门大桥却要走100多公里的车程。

下午两点多,虎门大桥上的车时速只有每小时30公里左右,过往司机告诉《经济半小时》记者,要是到了上下班时间或者节假日,就会堵得望不到尽头。今年春节期间,虎门大桥一度日车流量超过16万辆,堪称世界上最堵的桥。经常经过这里的司机也都对虎门大桥堵车习以为常。

为了缩短粤东粤西之间的距离,缓解虎门大桥的拥堵,广东省规划了一条深中通道,就在虎门大桥和港珠澳大桥之间,全长24公里,将深圳与中山连通。

和港珠澳大桥类似的是,深中通道也要途经伶仃洋,同样要采用沉管技术,建设者也是港珠澳大桥的同一个团队。但是他们都表示,深中通道的难度一点都不亚于港珠澳大桥,甚至是一场更严峻的挑战。

为了修建港珠澳大桥,珠海附近的岛上建起了一座大型沉管预制厂,这一次,深中通道所需的沉管也来自这座岛,但是从这座岛到深中通道的安装地点,距离足足有50公里,是港珠澳大桥浮运距离的三倍多。

为此,建设团队专门为深中通道量身定做一艘沉管浮运安装一体船,专门用来浮运安装沉管,可以说这艘船决定着整个深中通道的成败。

深中通道中交四航局S09标段副总工程师嵇廷:在两年多的时间内完成22节管节的预制,要达到一个月一节的进度要求,可以说在世界范围内是前所未有的。

除了制造和运输难题,沉管的水下安装也是个世界级难题。沉管安装讲究的是天时地利人和,条件非常苛刻,风力不能大于六级,海上的浪高也不能高于0.8米。

理论上来说,一个月有两个适合安装沉管的窗口期,一年总共只有24次机会,再除去天气、台风等等因素的影响,每一个窗口期都弥足珍贵。

而且沉管对接难度相当于把一个中型航母和另外一个中型航母对接,对接的偏差要控制在五公分,这不亚于外太空对接,难度可想而知。

2017年5月7号,港珠澳大桥最后一节沉管对接,这一天,深中通道中交一航局S09标段副总工程师宁进进永生难忘。

当时,港珠澳大桥总工程师林鸣派他到28米的水下进行沉管对接监测,整个沉管对接长达12小时,宁进进就独自一个人在水下呆了12小时,稍有差池,就会导致压力失衡,在空荡荡的沉管里,宁进进根本没有逃生的可能。

深中通道中交一航局S09标段副总工程师宁进进:对这个项目了解得越多,感觉到压力越大,而且感觉风险会越多,我们在港珠澳的时候都是林鸣的徒弟,现在我们转战到深中,离开师傅的怀抱以后,是出师挑战自我的一个过程吧。

深中通道中交一航局S09标段副总工程师杨润来曾经也奋战在港珠澳大桥工程,事实上,就在一年以前,宁进进和杨润来都不愿意来深中通道这个项目,过去连续八年的高强度工作让他们身心俱疲,但是经过一番思想斗争,他们还是选择了深中通道。

“对我们搞施工的人来说,一辈子能碰的两个超级工程是无比的一个荣耀。”宁进进说。

和宁进进的工作不同,杨润来是负责迎接沉管的。现在,他一方面为大半年之后的“深海初吻”(沉管对接)做着技术方案准备,一方面则在抓紧西人工岛的施工。

和港珠澳大桥一样,深中通道也要先建造东西两个人工岛。深中通道西人工岛由57个直径为28米的钢圆筒构成,每个钢圆筒相当于14层楼的高度,这个面积相当于19个足球场大的人工岛在四个月的时间里建成,创造了深中速度。

杨润来说,整个人工岛上最后生产的混凝土总放量大约是40万方,岛上使用的钢筋总共是4万吨左右,相当于六个埃菲尔铁塔的用钢量。眼下,他们最重要的任务是对人工岛进行加固,迎接第一节沉管的到来。

当年参与港珠澳建设的年轻人如今已成为深中通道的中流砥柱,他们正在进行着海上大通道建设的又一次技术创新。

深中通道计划2024年全线通车,到时候珠江两岸可以半小时对接。

粤港澳大湾区里的这些城市,其实一直都发展不错,但每个城市也有各自的发展瓶颈,要想持续发展,就要借着大湾区的一体化建设,促进城市间的融合,给每个城市补短板创新机。

Mainland's Taiwan affairs chief to meet Kaohsiung mayor in Shenzhen

Liu Jieyi, head of the State Council Taiwan Affairs Office, will meet Han Kuo-yu, the mayor of Kaohsiung in Shenzhen on Monday, according to mainland's official media Taiwan.cn.

No further details were given on the meeting.

Before arriving at southern China's innovation hub of Shenzhen on Sunday afternoon, Han visited the Hong Kong Special Administrative Region and Macao Special Administrative Region and closed deals worth over 100 million U.S. dollars with the two cities.

He will later travel to Xiamen in Fujian Province.

A cross-straits bridge will be significantly tougher, expensive, and a wastage of money.

The Taiwan strait is significantly more deeper.

Also, water transport will be far more economical and have high capacity. China Mainland and Taiwan already have a good water port infrastructure.

In meeting with mayor of Kaohsiung, mainland official calls for integration

The Chinese mainland will continue to deepen the integrated development across the Taiwan Straits and share development opportunities with Taiwan residents, said Liu Jieyi, head of the State Council Taiwan Affairs Office, when he met the mayor of Kaohsiung, Han Kuo-yu, in Shenzhen, Guangdong province, on Monday.

"Compatriots on both sides of the Taiwan Straits are one family. We welcome and support the exchanges between cities on the two sides to increase people's sense of gain, on the basis of adhering to the 1992 Consensus and the one-China principle," he said.

The meeting was held during Han's stay in Shenzhen during his weeklong tour, which began on Friday and so far has included visits to Hong Kong and Macao to boost economic cooperation. He is also scheduled to visit Xiamen, Fujian province.

"People of the two sides should resolutely oppose Taiwan independence and work together to move cross-Straits relations in the right direction," Liu said.

In response, Han, the mayor, said: "The 1992 Consensus is the anchor of cross-Straits relations, and I hope more practical cooperation in the economy, trade and other areas will be carried out to truly improve people's well-being."

Before the meeting on Monday, Han paid a visit to a center for business startups from Taiwan, a mainland technology company and an agricultural products market in Shenzhen, where he signed a contract to sell Kaohsiung fruit, including lily pads and pineapple.

Over the weekend, trade deals worth more than NT$3.1 billion ($100 million) were signed in Hong Kong and Macao, the first stops on the mayor's journey.

Han set foot in Shenzhen on Sunday afternoon, his first stop on the mainland. He will move on to Xiamen and end his trip on Thursday.

The tour is the first across the Straits by the mayor since he assumed office in December. He gained popularity in his election campaign in November with his slogan, "Goods go out, people come in, and Kaohsiung makes a fortune."

Tang Yonghong, deputy director of the Taiwan Research Center at Xiamen University, said trade will help expand exchanges between Kaohsiung and cities on the mainland, and in turn contribute to its economic development.

More important, it will help enhance mutual understanding through exchanges and establish cooperation mechanisms, which will facilitate future exchanges, he added.

Unlike Han's cooperation with mainland cities to boost the city's economy, Taiwan leader Tsai Ing-wen's policy is turning its back on improving people's livelihoods, Tang said.

To make Taiwan less dependent on the mainland, Tsai has carried out her so-called New Southbound Policy since she came to power in 2016, Tang said. It was designed to enhance cooperation between the island and countries in Southeast Asia, South Asia and Oceania.

"Tsai has been spending taxpayer money to push forward the cooperation," he said. "But it doesn't help to improve the island's economy and people's lives."

Tang said that Taiwan is a small economy that must integrate and make use of outside resources and markets for development.

"However, competition is more than complementary between Taiwan's market and those of countries in Southeast and South Asia. Also, the market purchasing power in those countries is not high," he said.

"The mainland is a major center of economic globalization, and Taiwan's largest trade partner. In this context, it is self-evident that Taiwan's future lies in the mainland market."

Xiamen, Kaohsiung sign 30 mln USD fruit, fishery deals

A delegation from Taiwan's Kaohsiung city led by mayor Han Kuo-yu Tuesday arrived in the city of Xiamen, Fujian Province, and signed 30 million U.S. dollars worth of fruit and fishery product deals with local enterprises.

Xiamen is the delegation's fourth leg of their week-long tour including Hong Kong, Macao and Shenzhen, during which Kaohsiung has secured trade deals worth 5.2 billion new Taiwan dollars (168.7 million U.S. dollars) in total.

On Tuesday, the delegation visited Xiamen international cruise center and Xiamen Planning Exhibition Hall. Recalling his first trip to Xiamen in 1988, Han said he was "shocked" by the tremendous changes the city has witnessed in the past few decades.

"Today's Xiamen is a beautiful garden city, and we hope Kaohsiung will get better as well," he said.

At a press conference, Han expressed the hope to expand city-to-city exchanges in sports and culture, and increase youth communications in the future.

Taiwan mayor's tour lands 1b yuan in deals

Trade deals worth more than 1 billion yuan ($149 million) have been signed during Kaohsiung Mayor Han Kuo-yu's first visit across the Taiwan Straits, selling the city's agricultural and fishery products to mainland cities.

"These achievements reflect that the two sides belong to one family, fully demonstrating that on the basis of adhering to the 1992 Consensus and one-China policy, city exchanges across the Straits have broad prospects," An Fengshan, spokesman for the Taiwan Affairs Office of the State Council, said on Wednesday.

Han, a rising star in Taiwan's Kuomintang party, arrived in the Hong Kong Special Administrative Region on Friday, leading a delegation of about 30 officials and business executives from Kaohsiung.

The weeklong visit by Han, who assumed office in December, includes the Hong Kong and Macao SARs, Shenzhen in Guangdong province and Xiamen in Fujian province. The trip is scheduled to conclude on Thursday.

Han and his group signed agreements worth 400 million yuan during their stay in Shenzhen and Xiamen, over 500 million yuan in Hong Kong and about 160 million yuan in Macao, according to the spokesman.

"The agreements on selling Kaohsiung's agricultural and fishery products to mainland cities were signed in accordance with the market-oriented operation mechanism," An said at a regular news conference.

Kaohsiung was also invited to join trade and culture exhibitions held in Xiamen every year, including the Straits Forum and China International Fair for Investment and Trade to boost economic ties. Xiamen will hold cultural activities, including a South Fujian dialect chorus show, in Kaohsiung, according to An.

In addition, Shenzhen will provide 200 internships and jobs for young people in Kaohsiung every year. Xiamen Air will visit Taiwan again this year to recruit 200 flight attendants, and 100 spots will be set aside for Kaohsiung, he said.

Travel agencies in Shenzhen and Xiamen will be encouraged to organize tours to Kaohsiung under the market mechanism, and 8,000 tourists are expected to travel to Kaohsiung in groups, An said, adding Xiamen-to-Kaohsiung cruises will be arranged as soon as possible.

The spokesman said that through the trip, a consensus was reached on building a cross-Straits city exchange mechanism, showing bright prospects for strengthening cooperation with Kaohsiung.

"We support more cities on both sides in strengthening exchanges on the basis of the 1992 Consensus and working together for development, so our compatriots in Taiwan will have a greater sense of gain," he added.

Speaking of the criticism from the Democratic Progressive Party and some "Taiwan independence" forces on the visit, An said that the DPP administration's obstruction and interference in cross-Straits city-level cooperation exposes their true motive, to damage Taiwan compatriots' interests and well-being for their own ends.

"Only when cross-Straits relations are good will Taiwan be better," he said. "We hope that compatriots on both sides will oppose 'Taiwan independence' and actively promote the peaceful development of cross-Straits relations."

Mainland to introduce more preferential policies for Taiwan compatriots

BEIJING, March 27 (Xinhua) -- A Chinese mainland spokesperson on Wednesday expressed the mainland's willingness to introduce more preferential policies for residents of Taiwan.

"We will continue to listen to the voices of compatriots in Taiwan and study what other measures we can introduce to benefit Taiwan and the people," said An Fengshan, spokesperson with the State Council Taiwan Affairs Office, at a press conference.

"We need to do everything we can to achieve this," added An, noting that efforts will be made to ensure the 31 preferential measures already published are better implemented.

The 31 measures, unveiled by the office and the National Development and Reform Commission in February 2018, cover fields of industry, finance and taxation, land use, employment, education and health care and are aimed at sharing the mainland's development opportunities with Taiwan.

An spoke highly of the 36 measures unveiled by the Supreme People's Court Tuesday to provide judicial service for expanding integrated development across the Taiwan Strait.

"The measures of the Supreme People's Court have responded to the needs and concerns of Taiwan compatriots," he said. "They demonstrated the resolution and sincerity of the judicial organs in doing practical work and resolving difficulties for Taiwan compatriots."

Among the 36 measures, 12 of them are for fully ensuring litigation rights of Taiwan compatriots, with nine providing them with quality judicial service, seven for further enhancing safeguard mechanism and eight for promoting cross-Strait judicial exchange.

Chinese mainland to increase agricultural imports from Taiwan

Investments from Taiwan made up a large proportion of Chinese mainland's economy, said Chinese Premier Li Keqiang. Li vows to expand imports including agricultural goods and seafood from Taiwan, while offering greater convenience to Taiwan's companies.

Premier Li made the remarks when meeting with Vincent Siew, honorary chairman of the Taiwan-based Cross-Straits Common Market Foundation, in Boao, south China's Hainan Province. They are attending the Boao Forum for Asia, which is expected to run through Friday.

We will make sure to have Taiwan companies enjoy the same policies we offer to mainland companies, Premier Li said, specifying Chinese government's recent decision of large-scale tax cuts.

China to ensure rapid custom clearance during Tomb-sweeping holiday

Exit and entry ports nationwide will make sure Chinese travelers finish customs clearance in 30 minutes during the upcoming holiday season, China's National Immigration Administration (NIA) announced Thursday.

The three-day Tomb-sweeping Day holiday, an occasion for Chinese to return hometown and pay tribute to ancestors, is expected to see daily trips averaging 1.99 million through exit and entry ports nationwide, up 5.4 percent year on year, according to NIA estimation.

Ports that link the Chinese mainland with Hong Kong and Macao special administrative regions and Taiwan will witness much heavier traffic, it said.

The NIA asked border inspection stations across the country to ensure sufficient personnel and disclose relevant information in a timely manner to properly handle the holiday travel surge.

It also recommended that passengers prepare travel documents and avoid traveling at rush periods if possible.

The Tomb-sweeping Day falls on April 5 this year.

Cross-Strait farm produce trade tops 3.77B USD in 2018

The farm produce trade between the Chinese mainland and Taiwan reached 3.77 billion U.S. dollars in 2018, official data showed Tuesday.

The value was up from 2.31 billion dollars in 2012, according to the Ministry of Agriculture and Rural Affairs.

From 2012 to 2018, 998 newly-added agricultural firms on the Chinese mainland were invested by Taiwan's merchants or farmers, the ministry said.

Farm produce trade between the Chinese mainland and Taiwan has been expanding in recent years and agricultural investment from Taiwan's merchants continues to grow, the ministry said.

So far, 29 innovation parks with incentives for Taiwan's farmers have been established in 14 provincial-level regions on the Chinese mainland. In 2018, nine of these parks started to sell more than 60 kinds of farm produce on e-commerce platforms, reaping sales revenue of over 6.2 million yuan (about 924,000 U.S. dollars).

Foxconn's 'Money Mama' Is Gou's Likely Successor

(Yicai Global) April 18 -- The main contender to replace Terry Gou, the Foxconn head who plans a bid to lead the Chinese province of Taiwan, may be an executive at the USD41 billion electronics company with the moniker Money Mama.

Huang Qiulian is the Taipei-based company's chief financial officer. Gou does not review any investment plan if her signature is not on it, and she assumes his duties in his absence, a Foxconn insider told Yicai Global. Huang is also the aunt of Gou's first wife, according to the Nikkei Asian Review.
