I was driving when listening to this and from my rudimental Arabic I figured out he was clearly stating the opinion of the Pakistani state i.e. there will be no political, economic, cultural etc trade ties with Israel till the Palestinians are given their state. Was gonna re-watch now to read the subtitles but it's pretty obvious he is stating the stance of Islamabad.

Edit: I do cringe though when Arabic speaking Pakistanis refer to Pakistan as Bakistan.
