TOW seems to be too big a weapon to be given to insurgents. RPGs should have been enough. ATGM and MANPADs will make them very formidable force.

RPGs don't have the range of ATGMs. Without ATGMs, insurgents would not have a chance against ATGMs that the regime gets from Russia, Iran, Iraq.
