Agreed. But care must be taken to ensure that people who get such help contribute back to society and not depend on someone else to build their houses.

Government is working to provide basic needs to these ST people which are housing, water and electricity and giving financial assistance in shape of easy loans to farmers and small shop owners so that they can improve their lifes and even return back the loans.

That some one is the Government and its not done under any private micro finance scheme.

Achievements of the Ministry of Water Resources, River Development and Ganga Rejuvenation

India is endowed with a rich and vast diversity of natural resources, water being one of them. Integrated Water management is vital for poverty reduction, environmental sustenance and sustainable economic development. The Ministry is working for sustainable development, maintenance of quality and efficient use of water resources to match with the growing demands on this precious natural resource of the country.

WATER RESOURCE MANAGEMENT

The Ministry has identified Inter-Linking of Rivers (ILRs) as a priority. National Perspective Plan envisaging inter-basin transfer of water from surplus basins to deficit basins is being actively pursued.

• Implementation of Ken-Betwa project on fast track.

• Detailed Project Report (DPR) of Damanganga –Pinjal completed. DPR of Par-Tapi-Narmada link project being finalised.

• Mahanadi-Godavari flood moderation project being pursued.

• Intra-State link Projects: DPR of Burhi Gandak - Noor - Baya - Ganga link Project (Bihar) and Kosi - Mechi Link Project (Bihar) completed. Special Committee on Interlinking of Rivers set up - for time bound implementation of ILR projects. High level task force constituted for addressing the technical issues in interlinking of rivers.

• Agreement with Nepal for speedy implementation of Pancheshwar Multi-purpose project proposal on river Sarda. Pancheshwar Development Authority set up for expeditious implementation of the project.

• Polavaram project being implemented asa National Projection river Godavari, to create an annual irrigation potential of 4.36 lakh hect. in East Godavari, Vishakhapatnam, West Godavari and Krishna districts in Andhra Pradesh.

• Work initiated on 9600 MW Middle Siang Project for flood moderation in Arunachal Pradesh and Assam.

• Dam safety Project taken up with World Bank assistance at an estimated cost of Rs. 2100 crore, 233 dams in four States identified for rehabilitation.

• Brahmaputra Board being restructured for focussed attention on North-Western Region of Ganga Basin.

• Flood protection - Flood forecasting network strengthened - 4772 flood/inflow forecast were issued during the flood season 2014.

• Regional office of Ganga Flood Control Commission opened at Lucknow in March, 2015, for greater focus on North Western Region of the Ganga Basin.

• New flood forecasting website launched as part of the E-governance initiative, for timely dissemination of flood warnings.

• During 2014-15 a total of 47 (20 major and 27 medium) projects under general monitoring and 143 (77 major, 49 Medium and 17 ERM) on-going projects under Accelerated Irrigation Benefits Programme (AIBP) were taken up for monitoring.

WATER CONSERVATION

PER DROP MORE CROP

• "Hamara Jal – Hamara Jeevan" organised in 485 districts to engage scientists, engineers, water communities, Panchayati Raj Institutions, NGO's and other stake holders to address issues of water resources planning at village level to generate awareness for water conservation.

• National Aquifer Management project undertaken for optimal utilisation of groundwater with community participation. 5.89 lakh sq. km area mapped - partly through innovative heliborne surveys.

• Web based application system for issuing NOC for ground water extraction launched.

• Master Plan on Water harvesting and conservation prepared and circulated to all States.

Simplification of guidelines for centrally sponsored schemes, viz. AIBP and Flood Management Programme (FMP) on the basis of consultations in 'Jal Manthan' - resulting in faster release of funds – from Rs. 800 crore. in the first six months of the year to Rs. 4800 crore in the next six months.

National Hydrology Project launched at a cost of Rs. 3600 crore. This project will establish and upgrade Hydro-met network in all the river basins and bring the entire hydro-meteorological data on a standardized central database for easy storage, validation and dissemination for development of Decision Support Systems for flood forecasting, reservoir operations, water resources planning and management, conjunctive use, etc. following a river basin approach. The project will also enhance the capacity of the States in these issues.

WATER POLLUTION ABATEMENT

Namami Gange • "Namami Gange" - Integrated Ganga Conservation Programme approved at the cost of Rs. 20000 crore to be implemented by year 2020.

• Two meetings of National Ganga River Basin Authority (NGRBA) held - one under the chairmanship of Hon'ble Prime Minister.

• 76 Projects approved at the cost of Rs. 4974.79 crore for creating treatment capacity of 678.23 MLD and Sewer network of 2546 KMs.

• Clean Ganga Fund established - contribution of around Rs. 51 crore received.

• Programme to conserve aqua life and bio-diversity in collaboration with Forest Research Institute, Dehradun.

Moving Forward with New Initiatives

• Special Purpose Vehicle to be set up for implementation of priority ILR projects.

• Strengthening of Participatory Irrigation Management and involving public participation in Ground Water management and rain water harvesting

• Rejuvenation of Yamuna River.

• Expeditious implementation of Pancheshwar Multipurpose Project and middle Siang project.

• Launching of 'JAL KRANTI ABHIYAAN'

• National Bureau of Water Use Efficiency is proposed to be set up to control and regulate efficient use of water.

• All efforts for timely completion of Polavaram Project

• Efforts are underway to upgrade all the three Research Stations namely Central Soil and Material Research Station, Central Water and Power Research Station and National Institute of Hydrology into “Centers of Excellence”.

• National Water Informatics Center to be set up for institutionalizing India Water Resources Information System.

• Modernization and expansion of Flood Forecasting Network of Central Water Commission.

• Development of inundation based flood forecast system.

• Installation of telemetry system for dissemination of hydro-meteorological data on real time basis.

• Setting up of North East Brahmaputra River Rejuvenation Authority by restructuring Brahmaputra Board.

Ganga can’t be cleaned even in 50 years: Murli Manohar Joshi - The Hindu

Toeing a line different from his party-led government on ambitious ‘Namami Gange’ programme, senior BJP leader Murli Manohar Joshi on Friday said that the Ganga can’t be cleaned even in next 50 years the way the project to clean the river was being carried out.

“Cleaning the Ganga would be a far fetched dream till there was an uninterrupted flow of water in the river. The river cannot be cleaned even in next 50 years, they way river was being cleaned by dividing it into small parts, converting it into small ponds,” Dr. Joshi said, adding that the Ganga was our lifeline, and any threat to the Ganga was a threat to our culture and tradition.

The senior BJP leader advocated for an uninterrupted flow of water in the Ganga and questioned Union Minister Nitin Gadkari’s Inland waterways project of running cruises and large ships in the Ganga for transportation of heavy goods.

“How will you run large ships when big boats are unable to move on the river (Ganga mein Jahaz chalana to door, badi nav bhi nahi chal payengi, is yojana ko lagu karne se pahle Ganga ki maujuda isthti ki jaanch karale).”

Meanwhile in Jaipur, Union Water Resources Minister Uma Bharti on Friday said she would seek Murli Manohar Joshi’s views to remove shortcomings in the ‘Namami Gange’ programme.

Signing of MoU for Clean Ganga Mission is a Historic Moment-Uma Bharti

Long-Term Partnership Between National Mission for Clean Ganga And Nehru Yuva Kendra Sangathan for Involvement of Youth in Restoring the Health of Ganga River
National Mission for Clean Ganga (NMCG) and Nehru Yuva Kendra Sangathan (NYKS) today signed a 5-year Memorandum of Understanding (MoU) in presence of Sushri Uma Bharti, Union Water Resources, River Development and Ganga Rejuvenation Minister and established a long-term partnership for the involvement of youth in the abatement of pollution and conservation of the river Ganga. The MoU is signed with the objective to involve youth in awareness creation, public outreach activities, afforestation drive for medicinal plants and native tree species, promoting sanitation and construction of toilets in rural and urban areas, educating people for tackling pious refuse entering into the river, removal of floating solid waste, promotion of Bio Agriculture & clean village.

Welcoming the MoU Sushri Uma Bharti said this is a historic occasion to foster Ganga cleaning by way of involving the youth of this country. She said under this partnership the youth volunteers from Nehru Yuva Kendra will plant different kinds of saplings of medicinal plants, trees and fodder crops right from Gangotri upto Ganga Sagar. For this purpose a volunteer corp will also be established. The volunteers will also work for the cleanness of Ganga. The Minister expressed hope that this MoU will go a long way to create awareness about the importance of sanctity of our rivers.

NMCG is an autonomous society of Ministry of Water Resources, River Development & Ganga Rejuvenation for the implementation of the projects under National Ganga River Basin Authority (NGRBA). NMCG is the planning financing, monitoring and coordinating body at the Centre and being supported by suitable State level Programme management groups (SPMGs) for the purpose of achieving the twin objectives of NGRBA - effective abatement of pollution and conservation of the river Ganga by adopting a comprehensive river basin approach. For this purpose, NMCG is empowered to take all necessary actions that may be necessary or incidental for the achievement of the objectives.

Nehru Yuva Kendra Sangathan (NYKS) is an autonomous organization under the Government of India, Ministry of Youth Affairs and Sports, to oversee working of the Nehru Yuva Kendras. Nehru Yuva Kendras were established in the year 1972 with the objective of providing rural youth avenues to take part in the process of nation building as well providing opportunities for the development of their personality and skills. NYKS is the largest grassroots level voluntary organization; one of its kind in the world. It channelizes the power of youth who are in the age group of 13-35 years on the principles of voluntarism, self-help and community participation. The core strength of NYKS is a network of 2.95 Lakh village level Youth Clubs across India with an enrolment of about 8.35 million volunteers in the age group of 13-35 years.

Taking leverage from the strong network of youths of NYKS across India, National Mission for Clean Ganga seek its support to implement activities at local level that will encourage public participation and additionally, assist in restoring the health of Ganga river.

1. ideally, remove control of the two sites from saudia and give it over to a committee formed of algeria, egypt, syria, other saharan states ( mali, chad etc ), libyan jamahiris.

2. limit the muslims coming in from south asia... they constitute the majority and many of these will be visiting for the second or third time in five years... these are professional pilgrims and most of these are "muslim lookers" and not "muslim be'ers".

3. open the two sites to non-muslims... muammar gaddafi once said any person can visit the two sites if he or she believes in a unitarian god.

4. demolish many of the hotels in makkah because they are vulgar and become unrequired if number of pilgrims is made limited.

Union Agriculture Minister Laid the Foundation Stone of Gangatiri Cows’ Conservation and Development Center

Union Agriculture Minister, Shri Radha Mohan Singh today laid the foundation stone of Gangatiri Cows’ Conservation and Development Center at Araji Line, Shahnshahpur in Varanasi. On the occasion, Shri Singh said that the State is known for its many native breeds like Mewati, Kehrigadh, Ponwar etc breeds of cow, buffalo breeds Bhadavri. In the absence of a central program on the protection and promotion of native species, the number of native breeds and their production capacity is no longer consistent.

Agriculture Minister said that the Government for the first time in the Country protects native species under the National Bovain Breeding and Dairy Development program and a new scheme National Gokul Mission has been initiated.

Shri Singh informed that for the development and protection of the indigenous breeds under National Gokul Mission, Uttar Pradesh has been allocated Rs 37 crore of Rs. 67.13 crore. Under the State plans establishment of Gokul Gram and bull-cow farms are being strengthened. The state so far has been able to spend only Rs. 10 crore of allocated Rs. 37crore.

Agriculture Minister also said that “Uttar Pradesh ranks first in milk production with 24.19 million tonnes of milk produce in 2013-14. Uttar Pradesh is behind many States in milk productivity. The Union Minister expect to see State at first in milk productivity”.

Shri Singh also informed that Gangatiri breed has been recognized as a separate breed by NBAGR-ICAR. It is an important breed of Uttar Pradesh and for promotion and conservation of the breed has been carried through Uttar Pradesh Livestock Development Board.

New Delhi: The Nehru Yuva Kendra Sangathan (NYKS) on Tuesday said it will deploy youth volunteers to help clean the Ganga river.

"We have proposed a project to clean the Ganga. We will involve youth in water harvesting, waste management and cleaning. For this, local volunteers will be trained," said Maj. Gen. Dilawar Singh, director general of NYKS, an autonomous body under the youth affairs and sports ministry.

The 46th meeting of the NYKS board of directors was held on Tuesday under the chairmanship of Youth Affairs and Sports Minister Sarbananda Sonowal at the Jawaharlal Nehru Stadium here.

Maj. Gen. Dilawar Singh said about 55 percent of posts in NYKS were vacant and his priority was to fill those. He also said there were various challenges affecting the functioning of the NYKS, including lack of infrastructure in state-level organisations.

He said there will be huge participation by youth across the country on the International Day of Yoga on June 21.

"We have held state-level preparations for Yoga Day and our aim is to mobilise 1.8 crore youth," he said.

About 85 lakh youth take active part in the affairs of the NYKS, he said.
