Allocation of Funds for Namami Gange Mission

Primary focus of Namami Gange Programme is on pollution abatement. The program envisages 100% central government funding for the entire life cycle cost of the treatment assets created which includes O & M cost as well. An amount of Rs. 2750 crore has been allotted for FY 2015-2016 which includes Rs. 100 crore for Ghat Works.

The State Project Management Group (SPMG) of the concerned state would monitor the work and report the progress to National Mission for Clean Ganga (NMCG) which releases the grants at different stages of implementation of the project. A three-tier coordination and monitoring framework with a high level task force at central level, state level coordination committee and a district level project monitoring group oversees the implementation of these programmes.

The preparation of Detailed Project Reports (DPRs) for all 118 priority towns is expected to be completed by 2016 and most of the pollution abatement measures are expected to be operational by 2019. Ministry of Defence has informed that they are currently working out the initial logistics to raise one battalion of Ganga Eco Task Force.

Interlinking of Manas, Sankosh, Teesta and Ganga Rivers

< Manas-Sankosh-Teesta-Ganga (MSTG) link is proposed under the Himalayan Component of national Perspective Plan (NPP). MSTG link canal envisages diversion of the surplus waters of Manas and Sankosh rivers with supplementation from the intermediate major streams for the benefit of augmenting the flows of Ganga at Farakka and further transfer to water short areas of Krishna, Pennar and Cauvery basins and providing irrigation facilities to the enroute command areas. The Pre Feasibility Report of the link has been prepared and sent to all concerned States for their comments. The Feasibility Report could not be prepared as the link canal is passing through the Manas-Tiger Reserve in Manas-Sankosh reach and Buxa Tiger Reserve and other forests in Sankosh-Teesta reaches. Considering practical difficulties for surveys and investigations in Manas-Sankosh and Sankosh-Teesta reaches, NWDA has carried out alternate studies avoiding reserved forest and preparation of feasibility report is under progress.

Plan to Clean Ganga


The Cabinet approved the Namami Gange program on May 13, 2015 as a comprehensive approach to rejuvenate the river Ganga by inclusion of all tributaries under one umbrella at a total cost of Rs. 20,000 crore for five years. The expenditure incurred during FY 2015-16 (till 22.07.2015) is Rs. 85.34 crore. In addition, a letter of authority for Rs. 263 crore has been issued in favour of Ministry of Drinking Water and Sanitation under Swatch Bharat Mission (Grameen) during FY 2015-16.

Pollution Free Ganga Central Pollution

Control Board (CPCB) has been keeping a vigilant eye on Industrial Units polluting river Ganga. CPCB, under the Pollution Inventorization Assessment and Surveillance Project (PIAS), has inventorised 764 Grossly Polluting Industries (GPIs) along the main stem of River Ganga. CPCB had issued directions to respective State Pollution Control Boards for directing the industrial units located in Ganga basin states for installation of continuous online effluent quality monitoring system before March 31, 2015 and later extended till June 30, 2015. So far, systems installed in 80 units have been connected to CPCB server for data transfer. Government will take suitable action as per law against Industries which are non-compliant.

The CPCB has issued directions under Section 5 of Environment Protection Act (EP Act) to 200 industries and directions under Section 18 (1) (b) of the Water (PCP) Act, 1974 to 178 industries. CPCB has issued closure directions to 64 units. Further, the Uttar Pradesh State Pollution Control Board has issued closure directions to 98 tanneries for operating without the consent of the Board on the directions of National Green Tribunal.

Cleaning of river Ganga was started under Ganga Action Plan (GAP) Phase-I. GAP-1 was launched as a centrally funded scheme in 1985 and later GAP Phase-II was initiated in 1993 with the objective of improving the water quality of river Ganga. Various pollution abatement schemes including interception & diversion of sewage and setting up of sewage treatment plants were taken up under the Plan. A total of 869 mld and 229 mld has been established under GAP-I and II respectively. The work of Ganga cleaning was continued under National Ganga River Basin Authority in 2009. The Union Budget 2014-15 has set up an Integrated Ganga Conservation Mission namely “Namami Gange”. The Cabinet approved the Namami Gange program on May 13, 2015 as a comprehensive approach to rejuvenate the river Ganga by inclusion of all tributaries under one umbrella at a total cost of Rs. 20,000 crore for 5 years. As of now 93 schemes including 82 investment projects in 55 towns along the river Ganga and Yamuna are under different stages of construction, out of which 26 projects have been completed.

Cleaning of Tributaries of Ganga


The scope of cleaning Ganga includes Conservation, development, management and abatement of pollution in river Ganga and its tributaries.

Cleaning of river Ganga was started under Ganga Action Plan (GAP). GAP-I was launched in 1985 followed by GAP-II in 1993 with the objective of improving the water quality of river Ganga. These schemes were later merged with other schemes of National River Conservation Plan (NRCP). Various pollution abatement schemes including interception & diversion of sewage and setting up of sewage treatment plants were taken up under the Plan. Under both phases of GAP, a total of 575 schemes have been sanctioned for undertaking pollution abatement activities in the identified polluted stretches of the river Ganga, of which 524 schemes with a capacity to treat pollution load of 1098 million litters per day (mld) have been established. The work of Ganga cleaning was continued under National Ganga River Basin Authority in 2009.

The Government has approved the Namami Gange programme in May, 2015 as a comprehensive approach to rejuvenate the river Ganga by inclusion of all tributaries under one umbrella at a total cost of Rs. 20,000 crore for five years. As of now 93 schemes in 55 towns along the river Ganga and Yamuna are under different stages of construction, out of which 26 project have been completed.

Under the Ganga cleaning programme, the following tributaries of river Ganga have been considered so far - Yamuna, Gomti, Damodar, Ramganga and Kali.

Aircraft likely to be used for mapping the Ganga | Zee News

New Delhi: Fitted with powerful cameras, Special Purpose Aircraft may soon fly over the Ganga to survey the river as it courses through five states for a geospatial mapping of its basin to rid it of pollution and encroachment.

The survey would be conducted under the ambitious 'Namami Gange' programme of the NDA Government which aims at rejuvenating the highly polluted holy river.

Sources at the National Mission for Clean Ganga (NMCG) said Special Purpose Aircraft would be used for mapping the river to closely capture pictures of flood plains, necessary for preparing a database for plans to cleanse it of pollutants.

"The aerial survey would be conducted in the five Ganga flowing states of Uttarakhand, Uttar Pradesh, Bihar, Jharkhand and West Bengal. The database is essential for all sorts of planning (relating to the river)," NMCG sources said, adding the Dornier-sized aircraft would fly at above 500 metres to click images.

Bhagirathi, the source stream of the Ganga emanates from Gangotri glacier at Gaumukh at an altitude of 3892 metres. Ganga traverses five state during its course of 2525 km before flowing into the Bay of Bengal.

NMCG, which functions under the Union Ministry of Water Resources, River Development and Ganga Rejuvenation, is in discussions with the Survey of India and Indian Space Research Organisation for the purpose, an official said.

The authorities are also contemplating using an advanced laser technique callied LIDAR, a visual system that uses reflections from a laser to map the terrain, for the survey.

"This aerial survey would accurately establish the exact location of various structures situated on the banks of the river," an official said. The mapping would come in handy to get a clear picture of the location of structures constructed in violation of the norms on the flood plains of the river to help remove encroachment.

Clean Ganga Fund: Rs. 66 crore and counting - The Hindu

Clean Ganga Fund (CGF), an initiative launched by the NDA government as part of its ambitious mission to cleanse the Ganga river, has received donations to the tune of over Rs. 66 crore till August this year.

The Union Cabinet gave its approval for setting up of CGF in September 2014 with the aim of utilising the collection for various activities under the ‘Namami Gange’ programme for cleaning the holy river.

Utilisation of funds

* Cleaning up of the Ganga

* Setting up of waste treatment plants

* Conservation of biotic diversity of the river

* Development of public amenities

* Activities such as Ghat redevelopment and Research and Development and innovative projects.

Contributions

According to official sources, CGF has received around Rs. 66.20 crore till August 14 this year. Of the amount, Public Sector Undertakings alone have contributed about Rs. 13 crore between April and mid-August 2015.

Private companies have contributed over Rs. 45 lakh in the current fiscal, while individual contributions stood at Rs. 15 lakh during the period. Individual contributions, the sources said, range from anywhere between Rs. 55 and over Rs. 5 lakh.

Non-Resident Indians too have shown interest to make the river Ganga pollution-free. NRIs from Australia, Singapore and the USA have contributed for the purpose. They have donated Rs. 6.60 lakh between September 2014 and March this year and around Rs. 2.50 lakh from April to August, 2015.

The government received contributions of over Rs. 50 crore in the period between establishment of GCF and the end of the last fiscal.

“People from all walks of life are donating. The trend of donations to CGF shows that it is picking up,” an official source claimed.

The central government had announced 100 per cent tax exemption in Corporate Social Responsibility activities for donations to Clean Ganga Fund.

The Union Cabinet had given its nod last year to set up CGF for voluntary contributions from residents of the country, NRIs and Persons of Indian Origin and others to harness their enthusiasm to contribute towards conservation of the river.

The government had announced that the fund would be managed by a Trust to be headed by the Finance Minister, and the secretariat of the Trust will be set up in the Ministry of Water Resources, River Development and Ganga Rejuvenation under the Clean Ganga Mission Director.

Amritanandamayi to donate Rs 100 crore for 'Namami Gange' project | Zee News

Kollam: The Mata Amritanandanmayi Math, founded by spiritual leader and humanitarian Mata Amritanandamayi Devi, will donate a whopping Rs 100 crore towards the Prime Minister's 'Namami Gange' Project.

Amritanandamyai Devi, popularly known as Amma, will present a draft for Rs 100 crore to Union Finance Minister Arun Jaitley at a function here at the Amritapuri Ashram on September 11, the Math said in a release here, adding that the money is to be utilised for the express purpose of building toilets in the poor villages surrounding the Ganges.

Prime Minister Narendra Modi and Amma had first discussed the possibility of the Math joining hands with the government on the Clean Ganga Project during a visit to Delhi on March 28 this year.

During the meeting, the prime minister had conveyed his gratitude to Amma for the Math's environmental initiatives, which he said were very much in line with his own Swachh Bharat programme, the release added.

The Mata Amritanandamayi Math had launched its Amala Bharatam Campaign (ABC) in 2010 with the goal of improving public health and restoring India's physical beauty.

As part of ABC, lakhs of volunteers are regularly cleaning public areas and spreading awareness in schools regarding the proper methods for the disposal of trash and the importance of not spitting or urinating in public.

The campaign also saw volunteers taking up a massive annual cleaning of the world-famous Sabarimala pilgrimage site and Pampa river, the release said.

FM: Government committed to make Namami Ganga a resounding success; Efforts on to provide toilets in all Houses in the country

The Union Minister for Finance Shri. Arun Jaitely has said that the Centre is determined to make the Namami Gange project a big successs like Swachh Bharat Abhiyan in the coming three to four years. He was speaking today at Amrithapuri, in Kollam district of Kerala, after recieving the cheque for Rs.100 crore from spiritual leader Mata Amrithanandamayi, towards the construction of toilets in the poorest villages surrounding River Ganga, as part of Prime Minister Shri Narendra Modi’s Swachh Bharat and Namami Gange projects. Shri. Jaitley pointed out that forty per cent of Indians are dependent on River Ganga and in the past, thousands of crores of rupees have been spent for cleaning this holy river. The Finance Minister said, like the first phase of Swatchh Bharat Abhiyan, targeting construction of toilets in all the schools in the country which turned out to be a tremendous success, efforts are on to provide toilets in all houses in the country. He said that this is one campaign that had grown well beyond a Governmental campaign as people from all walks of life all over the country and Non Resident Indians (NRIs) across the globe have taken it over in a big way. Pointing out that the services of Amrithanandamayi Math is a combination of spirituality and philantropy, Shri Jaitley said the donation of Rs. 100 crore would send a symbolic message to others too. Namami Gange project was approved by the government in May this year with an allocation of Rs. 20,000 crore over the next five years.

Speaking on the occasion, Matha Amrithanandamayi said, compassionate service to the poor is real worship. She said this project will provide the much-needed amenities to those who truly need them. Matha Amrithanandamayi said another project worth Rs.100 crore would be soon launched for the construction of toilets throughout Kerala.

Former Union Minister Shri. O. Rajagopal and Shri. K.C.Venugopal, MP were among other dignitaries present on the occasion.

Government Plans to Utilise TA in Clean Ganga Mission: Parrikar

The Defence Minister Shri Manohar Parrikar has said that the Government is looking forward to utilize the personnel of Territorial Army (TA) in ‘National Mission for Clean Ganga’. Addressing the 66th Anniversary Parade of TA here today, he expressed confidence that the dedicated and disciplined personnel of TA will leave a lasting impression of their effort similar to those as have been witnessed in the field of reclamation of environmentally degraded lands and restoration of ecological balance.

The Minister said TA has a distinguished history and has been a bulwark for the nation in extremely challenging condition during war, counter insurgency operations as well as natural calamities. Over a period of time, Territorial Army has transformed from being a ‘Reserve’ to a motivated and trained force. He stated that the TA has its imprint over a vast geographical expanse and covers the entire span of our country including island territories, thereby effectively contributing to ‘unity in diversity’ of the country. The nation acknowledges the contributions and sacrifices made by our TA which has always risen to the challenge whenever it has been called upon to act for the security of the nation or for the service of our citizens, he added.

Earlier, Shri Parrikar inspected the parade and took salute from different TA contingents, which also included three tableaux depicting its pioneering role in preservation of eco-system and the nation’s rich bio-diversity, efforts in ensuring uninterrupted rail communication and smooth and efficient oil and natural gas refining and supplies.

The Defence Minister was received by the Chairman Chiefs of Staff Committee and Chief of Air Staff Air Chief Marshal Arup Raha, Chief of the Naval Staff Admiral RK Dhowan, Chief of the Army Staff General Dalbir Singh and Addl. Director General, TA Major General Surinder Singh.

The function was attended by a large number of senior officers from the three Services and Ministry of Defence, officers from friendly foreign countries and all ranks of TA.
 
Centre, States continue to bicker over cleaning Ganga - The Hindu

The Centre and the States are engaged in a blame game over cleaning the Ganga yet again, much to the displeasure of the National Green Tribunal (NGT), which on Monday took it upon itself to fix responsibility on the agencies concerned.

Hearing a matter related to the cleaning of the river, the Ministry of Water Resources, Ministry of Environment & Forests (MoEF) and the State of Uttarakhand failed to offer complete answers to issues the tribunal raised.

The NGT Bench, headed by chairperson Justice Swatanter Kumar, was displeased with both the Centre and States concerned passing the buck and remarked, “It is a federal structure. Does the Centre owe responsibility to clear everything or the State should also share the responsibility? We have to look into this aspect and fix accountability accordingly.”

“After deliberation it is clear that we should hold a meeting of the following officers, for Section One of Phase-1 of cleaning of the Ganga, at the earliest as various directions passed by the tribunal have not been carried out in true spirit and substance,” it added.

“We would expect all the learned counsel (for the Centre, states and the agencies concerned) to lead their part completely and comprehensively, which is at present found wanting,” the tribunal remarked while calling an in-chamber meeting of the Secretary (MoEF), Ministry of Water Resources, Chief Secretaries of Uttar Pradesh and Uttarakhand, one representative of the Industries and Principal Secretary (Environment) of both states on October 19. During the hearing, the counsel for the government said the Centre had approved in principal Rs.328 crore to Uttarakhand since 2008, but only Rs.78 crore had been spent.

Advocate General of Uttarakhand said a total of 1,083 establishments, including 396 hotels and 436 ashrams, were operating in Haridwar without environmental clearances. He added that these would be shut down if they did not obtain necessary clearances.

The Centre, meanwhile, had said that almost Rs.4,000 crore has been spent on the rejuvenation of the river since 1985 till last year. It said that the Ganga Action Plan (GAP) Phase-I was launched as a centrally-funded scheme in 1985. Later, GAP Phase-II was initiated in 1993 to improve the river’s water quality.

In 2009, the ‘National Ganga River Basin Authority’ (NGRBA) was set up to control pollution in the river. NGRBA, a World Bank-funded scheme, was aimed at effective abatement of pollution and conservation of the Ganga. As much as 70 per cent of the total project cost was contributed by the Centre, while the remaining was borne by the States.

Union Water Resources Ministry Approves Various Schemes in Uttarakhand Union Ministry of Water Resources, River Development and Ganga Rejuvenation has approved various schemes sent to it by Government of Uttarakhand. A new Ghat will be constructed in Haridwar at Chandighat. The construction will be managed by central PSUs and work will start next month.

A consortium of engineers from central PSUs will be formed for strengthening the embankments of Mandakini and Saraswati rivers and construction of Ghats at Kedarnath. The consortium will prepare the DPR in consultations with the experts from Nehru Institute of Mountaineering, Uttarkashi. The sewage treatment plants at Muni ki reti and Jagjeetpura in Rishikesh will be set up by central PSUs. The work is likely to start by February next year. With regard to the assistance sought by the state government for Ardh Kumbh, it has been decided that wherever possible the same will accorded under Namami Gange programme.

It may be recalled that a meeting was held between the Secretary of the Ministry Shri Shashi Shekhar and the Chief Secretary of Uttarakhand Shri Rakesh Sharma on 23rd of this month to discuss these issues. Subsequently, the Union Minister of Water Resources, River Development and Ganga Rejuvenation Sushri Uma Bharti had a meeting with the Chief Minister of Uttarakhand Shri Harish Rawat on 25th of this month at Dehradun where it was decided that Union Water Resources Ministry will soon take a decision on these issues.
 
NEW DELHI: The central ministry of urban development has commissioned a survey on the situation of sanitation in 75 major cities including 53 that have a population of over 10 lakh each.

Since the start of the Swachh Bharat Mission in October 2014, this is the first time the government has launched such a survey. The parameters of the survey have been aligned with the objectives of the Swachh Bharat Mission with more focus on solid waste management which is adversely impacting cleanliness in urban areas.

The proposed survey and subsequent ratings to be completed in January 2016 is aimed at fostering a spirit of competition among major cities and state capitals in 29 states and Chandigarh to ensure sanitation in urban areas.

In this survey for rating of 75 major cities that account for over 50% of the country's total urban population, solid waste management is being given 60% weightage followed by 15% each for availability and use of household household individual toilets and public and community toilets besides 5% each for city level sanitation plans and information, education and behaviour change communication (IEBC) activities. Under the Swachh Bharat Mission, about Rs 37,000 crore of the project cost of Rs 62,009 crore is to be spent on solid waste management.

In the last survey for ranking of 476 cities with a population of above one lakh each before the launch of the mission, solid waste management had a weightage weightage of only 13%.

Swachh Bharat Mission is aimed at ensuring door-to-door collection, transportation and scientific disposal of municipal solid waste in all the 83,000 wards in urban areas by 2019 besides construction of one crore household individual toilets and over five lakh public and community toilet seats.

The survey agencies will collect necessary data from urban local bodies besides through direct observation and citizen feedback through questionnaires. A minimum of 15 respondents have to be reached out in each ward for feedback.
