why only close to a billion dollar when we are upgrading our old junks for billions of dollars.

We will only be upgrading the ones which we have already received - the others which are yet to arrive will already have all the upgrades - which explains the higher cost of the newer ordered sukhois. Total number to be upgraded will be around 120-140 and will cost 10920 crores (~2.4 billion dollars). roughly 20 mill per plane which implies a very deep upgrade because the mig 29 upgrade only cost 15 mill per plane and was a complete transformation of the plane including newer engines - one can only imagine how amazing this beast will be after such an upgrade.

The upgrade is not fixed yet and is planned only for 2015 and beyond. The first 2 will be supplied from Russia, while the 40 new and the upgrade of older MKIs to the same level will be done by HAL.

I am not sure if the entire specifics of the deal is closed yet.. negotiations on the engine part is still lagging IMO..

No, since there is no final decision about the changes and yes the Super 30 should "look" like a normal MKI, since the changes are mainly upgrades of current techs or capabilities (radar, IRST and possibly engine upgrades, new weapons) while things like composites, RAM coatings and hardpoint strenghtening are not visible anyway.
