ISLAMABAD – In light of the increasing strength of the Islamic State in Afghanistan, four high profile spy chiefs met in Pakistan to discuss how to counter the extremist group’s influence.

Sergei Ivano, spokesperson for the Russian Foreign Intelligence revealed that the meeting was held under the auspices of Pakistan’s Inter-Services Intelligence (ISI), though the huddle was not reported on mainstream media.

The meeting was attended by Russian Foreign Intelligence Director Sergei Naryshkin and comes months after Russia’s growing allegations against the USA for supporting the ISIS in Afghanistan.

A Russian State Department official requesting anonymity said: “ISIS has grown stronger over the last couple of years, despite a really withering military campaign, principally from U.S. forces, but with strong support as well from Afghan forces”.

US rejects all such suspicions, especially in light of their increased air strikes targeting the ISIS members. They allege that chances for peace with Afghanistan have been deterred by non-cooperation and support for the Taliban by Russia and Iran.

They also commented that the recent huddle in Pakistan was a chance to escalate involvement which is not conducive to the goal of peace, Washington examiner reported.

In the meeting, discussions pertained to trying to ensure that there was no domino effect of the terrorism in Syria, Iraq and Afghanistan to the neighbouring countries of Iran, China and Russia.

Russia and China have recently been trying to exert more control in Afghanistan as displayed by the Beijing-led Shanghai Cooperation Organization (SCO) which vows to adopt a more active stance on security issues in Afghanistan.

In this meeting it has been revealed by Russians that there are 10000 ISIS fighters in 9 districts of Afghanistan. Pakistan Russia China and Iran will work together to contain ISIS in Afghanistan at all cost. It is an anti-ISIS alliance now.

Pakistan, regional spy chiefs resolve to counter Islamic State in Afghanistan

Pakistan hosted on Wednesday an unprecedented meeting of heads of intelligence agencies from Russia, China and Iran to discuss counter terrorism cooperation, with particular focus on the buildup of Islamic State in turmoil-hit Afghanistan.


Official sources in Islamabad confirmed that the participants held detailed discussions on joint measures to stop Afghan-based loyalists of the Middle Eastern terrorist group from threatening the territorial boundaries of the four nations.

The unusual huddle brought together spymasters from the countries which are “directly affected” by IS-led terrorism. However, it was “not targeted against any other country as it may be viewed,” the sources asserted in a bid to allay suggestions that cooperation involving Russia, China and Iran could undermine US-led efforts to stabilise Afghanistan.




A spokesperson for Moscow’s Foreign Intelligence Service also confirmed that the emergence of IS in Afghanistan prompted the deliberations in Islamabad.

“The conference reached understanding of the importance of coordinated steps to prevent the trickling of IS terrorists from Syria and Iraq to Afghanistan, where from they would pose risks for neighbouring countries,” Sergei Ivanov told state-run TASS media outlet.

He said the director of the Russian spy agency, Sergei Naryshkin, attended the Islamabad meeting along with Chinese and Iranian counterparts. They “stressed the need for a more active inclusion of regional powers in the efforts” to end the war in Afghanistan.

The discussions followed months of Russian allegations that the United States is behind growing IS influence, particularly in northern Afghan provinces next to the border with Central Asian countries. Washington dismissed the charges as rumours, and an attempt to justify Moscow’s links to the Taliban insurgency.

Russian envoy to the UN, Vasily Nebenzya, while addressing a Security Council meeting on Afghanistan last month, asserted that IS is creating training camps in the country for its fighters, including those who come from Central Asian states.

“This is a group, which has up to 10,000 fighters in its ranks, and it is already active in at least nine out of 34 provinces … and is constantly consolidating its positions in the north of the country, turning it into a springboard for its expansion into Central Asia,” Nebenzya said.

Iran, which shares a long border with Afghanistan, has raised similar concerns in the wake of IS’s growing terrorist activities in the region.

IS calls its Afghan branch Khorasan Province, or ISKP, and it routinely carries out deadly suicide bombings in the war-hit country and occasionally plots such attacks in neighbouring Pakistan.

Pakistani officials maintain the terrorist group has established strong bases in “ungoverned spaces” in Afghanistan and plans cross-border terrorist attacks from there.

They cite US military assessments that the Afghan government controls less than 60 percent of the territory.

Islamabad, Moscow, Beijing and Tehran have all maintained contacts with the Taliban, saying they are meant to persuade the insurgency to seek a negotiated settlement to the Afghan war.

So lets assume there are 10,000 militants who have entered A-stan. Question - how are they reaching there? Logically, they can't be using airspaces of Pakistan, China, Russia and Iran. If I have to speculate I would say that these fighters are flown from Middle East and then via Georgia they enter Central Asia. Also, the role of Turkey here needs to be questioned.

And maybe through our airspace, They have access to it.

Saw this news in a video's ticker for a Pakistani political dialog but not much else. Very surprised that this news is not getting the global coverage as it should.
The Russians have some of the best intelligence resources in the world and they are top notch in cyber intelligence/satellite intelligence. IF these four countries are really going to put their resources together then it would be very difficult for Americans to have their goals achieved in Afghanistan.

The current orange clown President of USA has been making huge mistakes in the region: Simultaneously needling China, Russia, Iran and Pakistan. Perhaps against Russia he doesn't want to personally but he seems powerless otherwise.

Interesting time we are living in.

Russia is not yet over her fascination for the hanumans of india. Therefore, I doubt whether this will bring about any meaningful change in the region.

Pakistan has suffered heavy spillovers from the US war in Afghanistan for many years. It’s high time for Pakistan to cut all ties to the US just like Iran. Take Turkey for example, they have neighboring IS strongholds just by southern border but they don’t suffer spillover terrorist attacks in their country. Pakistan should seek military advice from Turkey too, they are experienced with dealing with IS threats.

I wonder what side would Pakistan choose in the future...

It was supposed to be kept in wraps till specific impact out there but one of Russian News Agency, somehow made it public and quoted an official for authenticity. However, There is still more beneath surface what it appears to public eye.

Parties had the meeting and just yesterday ISIS-K Afghanistan chapter attacked Pakistan while claiming more than 200 lives in Mastung area of Balochistan. Well, taking stand against pro-claimed world power(s) is not that easy nor it is a child play to break influential barriers.

Geopolitics changed by manifolds & still does so hence, it is necessary to keep the pace with time/events. Region needs attention of its stake holders and only the regional powers can bring & maintain peace at home.

Irani military chief to visit Pakistan this week.
Something is cooking. The Russian secret services cheif was also in Pakistan a few days ago.
The threat of terrorism from Afghanistan and Pakistan's Tribal areas is too much for regional powers to ignore.

If Pakistan army is stopped by PTM or other political and public forces , from tackling these threats , the International powers will intervene and that will be far worse.
For example there was an imminent threat of Chinese intervention in FATA when their intelligence found that Uyghur militants are being trained and armed in Waziristan. It was only after Pakistan army;s guarantees of taking action that the Chinese backed off.
