Should Pakistan Create Another Intelligence Agency ?

I just realized that there are many countries around the world having many types of intelligence agencies.

Here is the U.S for example:

U.S Independent agencies

Central Intelligence Agency (CIA)
United States Department of Defense
Air Force Intelligence, Surveillance and Reconnaissance Agency (AFISRA)
Army Intelligence and Security Command (INSCOM)
Defense Intelligence Agency (DIA)
Marine Corps Intelligence Activity (MCIA)

National Reconnaissance Office (NRO)
National Security Agency (NSA)
Office of Naval Intelligence (ONI)
United States Department of Energy
Office of Intelligence and Counterintelligence (OICI)

Coast Guard Intelligence (CGI)
United States Department of Justice
Federal Bureau of Investigation (FBI)

In Pakistan, is ISI the only one ??? If so, it is not good. The ISI's job and objective should be to win interests geopolitically. Its just bad when they are involved in domestic politics also. ^^ The above is a great setup and it should help solve our problems easily. Do you guys agree ?

Pakistan needs a strong internal security agency to keep a check on jehadis, wahabis, salafis, tableeghis, jamatis, LeJ etc!

Actually Pakistan already has a number of Intelligence agencies in existence. Because of its international fame ISI is the most well known but there others that perform Intelligence activities around the country. So here is a more inclusive list:

4. Federal Investigation Agency (FIA)


Military Intelligence is a composite Intelligence agency comprising of Naval Intelligence (NI), Army Intelligence and Air Intelligence. Musharraf depended more on this arm of Pakistani Intelligence than ISI because ISI has become somewhat Politicised.

Another Intelligence under the auspices of Head of the State (PM) is the intelligence Bureau (IB).

Federal Investigation Agency comes under the auspices of Interior Ministry.

ISI's main responsibility is to safeguard Pakistan's interest overseas, IB & FIA are for internal intelligence role.

The govt won't let IB and FIA do their job. Upon empowering them means holding their interests also at risk.

That's political wing of ISI not all ISI - However this political wing should be abandoned. Spare ISI for external threat and push IB & FIA to do what they are supposed to do, if they are not capable than sack them and create new agencies with capable people.

Identity Fraud (Passport Act, NADRA Ordinance)

National Security (Official Secret Act, Anti National Activity Act,Anti
Terrorism Act, Arms Ordinance, Explosive Substance Act)

Fiscal and Business related Offences (Foreign Exchange Regulation
Act, Import & Export (Control) Act)

Forgery and Fraud (Criminal breach of trust, misappropriation,
cheating, currency counterfeiting etc. under PPC)

Spurious Drug (Drugs Act)

Banking crime

Corporate crime

State Bank related crime

IPR (Violations of Copy Right Ordinance)
Cyber Crime ( Prevention of Electronic Crime Ordinance,&
Electronic Transaction Ordinance)
Money Laundering fit Terrorist Financing (ATA)

We have many anti terror cells, in addition to CID, IB, FIA, Police etc.

All above institutions are headed by one, Rehman Malik, he was also responsible for the private security of Baynazir.

Rehman Malik, is right hand man of Asif Ali Zardar.

we already have Army Intelligence, Naval/Air Force intelligence; the Dept of Defence is not an intel agency; it's their Ministry of Defence. Their national geo-spatial intelligence is just a intel mapping organization that works directly with US intel (they dont have all their buildings in one place). The Dept of Energy is not an intelligence agency. Nor is Homeland Security (they deal with immigration, domestic security along borders and in cities, etc.).


FBI, Dept of State are not intel agencies either

Yup we saw what happened in Masroor and Kamra bases. Someone from inside was messing up.
