We have many anti terror cells, in addition to CID, IB, FIA, Police etc.

All above institutions are headed by one, Rehman Malik, he was also responsible for the private security of Baynazir.

Rehman Malik, is right hand man of Asif Ali Zardar.

RAW and even all modern intelligence agencies reports to out Civil authority.

I know that you know the difference between ISI and IB etc , as IB don't have much function,finance and functionaries as compare to ISI.

We've great agencies just bad governance and use of them. What we need is a de-centrlised agency that allows for quick, rapid and effective communitcation to and from the local police authorities and a similar response hotspots.

Actually Pakistan already has a number of Intelligence agencies in existence. Because of its international fame ISI is the most well known but there others that perform Intelligence activities around the country. So here is a more inclusive list:

1. Inter-Services Intelligence (ISI)

2. Military Intelligence (MI)

3. Intelligence Bureau (IB)

4. Federal Investigation Agency (FIA)

You could add SPECIAL BRANCH to the list

Nobody knows who is responsible for what area of intelligence,not even our Government...Today even the Governor of Balochistan showed his Ignorance by Blaming ISI for an internal terrorism incident...
Internal security is the responsibility of Police and Civilian intelligence agencies...

ISI has the best of the operatives and gets hold of Information way ahead of others,buit the info keeps bouncing between dfferent agencies and nobody feels the need to take any action..

We seen this in Kamra erieye attack..The Intelligence about the attack was picked up 4 months before the attack and all Civilian intelligence and security agencies were informed by ISI and asked to keep n eye on civilian populations around Airbases..But they didnt..We all know what happened next.

Likewise in Quetta attack...1000Kg of Explosives was used and its no easy task to buy so much explosive and assemble into a device...
I am damn sure the Intelligence must have been picked up months ago and passed on to Civilian security services including police..and again nothing was done.

ISI is a pure millitary intelligence agency, it has nothing to do with internal security of the country whioch is direct responsibilioty oif federal and provincial governments and a host of civilian intelligence agencies. ISI is not a cure for all magic wand, it has a limited (millitary) scope, which it does quite well.
