Well you are the one who asked UN for referendum and they gave you a set of rules if you can't follow them then it is not up to India. It is your own fault for disallowing the Kashmiri people their right.
Look buddy I have seen this drama bazi since I was a kid , people approaching india and India refusing to grant visa or entry to UN for doing their job in Kashmir. Nations approaching and getting rebuked
UN is a peaceful body they have no military
Why do we need to move our forces back ? UN can come to Kashmir (Jamu & Kashmir) in international airport or come to Islamabad and Travel by bus to Kashmir to start process?

It is a simple 2-3 Day job for UN observers to go run the election and then off you go
UN body's job is go there setup voting booth , and then collect vote and then depart and give finding to both Pakistan/India
When India - Pakistan (East/West) were formed , there was also a military (British Troops)
Were they there or not ? Yes they were there
There was a middle party ? Troops from England no one had any problem with sitting down
The answer is quite simple and chasing shadows is what has costed 70 years for this issue
We don't appreciate abuse on civilians
