Seoul says Jakarta still in KF-X despite Rafale, F-15EX talk

South Korea’s Defense Acquisition Program Administration (DAPA) insists that Indonesia is still committed to the Korea Aerospace Industries (KAI) KF-X fighter programme, despite media reports that Jakarta will obtain Dassault Rafales and Boeing F-15EX fighters in the coming years.

DAPA says Jakarta’s “F-15EX and [Rafale] introduction plan is a separate issue from the joint development of KF-X as an activity to reinforce the Indonesian air force”.

The company adds that discussions continue between Indonesia and South Korea regarding the KF-X, in which Indonesia is a 20% partner.

The DAPA statement was in response to media reports in Indonesia in mid-February that quoted air force chief of staff Fadjar Prasetyo saying that the air force plans to obtain 36 Rafales and eight F-15EXs by 2024.

Irrespective of Indonesia’s apparent interest in French and US fighters, there has been persistent media speculation in South Korea that Jakarta is keen to pull out of the KF-X programme – or at least negotiate more favorable terms. Since at least 2018 Jakarta has had second thoughts about the cost of involvement in KF-X.

It is understood that Jakarta is far behind on payments in the W8.8 trillion ($7.9 billion) programme. In addition, Indonesian personnel who were formerly deployed to South Korea to work on the programme have yet to return after being withdrawn in March 2020 owing to the coronavirus pandemic.

The Korea JoongAng Daily cites a South Korean government official as saying that Jakarta wants more technology transfer than originally negotiated, and for its stake in the programme to be reduced to 15%. In the past, Jakarta has also pushed to make payment in kind, for example providing Seoul with additional Airbus Defence & Space CN235 tactical transports, which are produced in Bandung by Indonesian Aerospace.

The stakes are high for KAI and the KF-X, with South Korea to obtain 120 examples of the twin-engined fighter, and Indonesia to take 48 of the IF-X variant. The loss of Indonesian orders would greatly increase the unit price of the fighter. This would also hurt the type’s viability in the competitive international fighter market.

Production of the first KF-X prototype is well underway at KAI’s Sacheon factory. Original plans called for the aircraft to be rolled out in April, with test flights starting in 2022.

Jakarta’s KF-X plans aside, the recent reports further muddy its intentions for new fighters. In December 2020, French media reported that Jakarta was interested in 48 Rafales, not 36. French media also quoted French defence minister Florence Parly as saying that the 48-aircraft deal was “very well advanced”.

In addition, US officials have reportedly discussed the Boeing F/A-18E/F Super Hornet and F-15EX with Jakarta, although no Foreign Military Sales cases have been posted. Indonesia has also expressed interested in used Austrian Eurofighters and Lockheed Martin F-16Vs, while a long-running plan to buy 11 Sukhoi Su-35s was apparently abandoned out of fear for US sanctions.

Once again Western journalist keep saying CN 235 is a just license manufacturing despite the OEM themself said it is a join development program.

Stepping up in size, CASA and IPTN began a joint development of the larger CN235 in January 1980, leading to a first flight in November 1983. With active production continuing today at the Airbus industrial facility near Seville, Spain, more than 280 of these pressurised twin turboprop-powered, rear-ramp equipped aircraft have been ordered by military operators, civilian carriers and transport companies, as well as for government and paramilitary operators.


PT Dirgantara Indonesia


On October 17, 1979, IPTN and CASA (now Airbus Defense & Space) established a new joint-venture company, Aircraft Technology (Airtech) to design the CN235. This new multi-purpose aircraft has a Short Take-Off and Landing (STOL) capability at 800 meters rugged airstrips, ramp door for out/coming goods easily, and low cost maintenance characteristics.

The first prototype “Elena” produced by CASA made the maiden flight on November 11, 1983 and the second prototype “Tetuko” produced by IPTN (now PTDI) flew for the first time on December 1983. The serial production began in 1986 for the 10 and 100 versions

Later on PTDI developed the improved version such as 110 and 220 versions; while Airbus Defense & Space with 200 and 300 versions. Nowadays, more than 300 CN235s have been produced in many versions with the latest two General Electric CT7-9C engines (each has 1,750 SHP).

In the collaboration for export purpose, PTDI produces outer wings, horizontal stabilizers, vertical fins and doors for Airbus Defense & Space; while Airbus Defense & Space produces disassembled noses, disassembled cockpit, and center wings for PTDI.

Indonesian Aerospace is basically LIPNUR under Air Force in the old time where in 1967 this aerospace unit has already been able to produce 12 planes a year, This is a newspaper in 1967 which said so

There is so many rumors? Can you clarify

Renegotiation is still going on.........


Any way there is new development coming from Air Force. About the type of fighters, they said it lets to Defense Ministry to decide. Air Force also said the priority is to fill squadron which planes are already grounded which is F 5 squadron. So possibly we only buy 8 F 15 E from United States for period of 2021-2024 since it is basically a replacement of the need to acquire SU 35. So heavy fighter is replaced by heavy fighter. For your information, previously we have already decided to buy SU 35 but due to CATSA we are likely going to scrap that deal.

Rafale in the other hand is expensive (cost compare to capability) and has similar class with KFX/IFX while KFX/IFX has already semi-STEALTH and has program to make the airplane to be full STEALTH in the near future (Block 2).

KFX/IFX also get full support from Indonesian parliament and Korean has already invited Indonesian officials including Parliament Chairman and Commission 1 Chairman to attend the KFX/IFX roll out in April 2021 inshaAllah.

This is latest meeting between Korean new ambassador with Indonesian Commission 1 Chairmant, Meutia Hafidz. Commission 1 is responsible for defense related matter.
