I believe CDA should take over all madrassas and mosques in Islamabad since those are built on its land. All the imams and other staff should be posted from mosque to other after every 2/3 years.

I thought so. It seems they were from khyber pakhtunkhwa and local residents got suspicious of their stay in the mosque based on their looks.
