..Why can't the work start earlier....it takes approx 5-6 years for a nuclear power plant...

India needs power and nuclear energy is the way to get it, just as France devoid of oil and gas fields in North Sea went for Nuclear Energy in a big way.

7) Financial sanction has just been accorded for BARC & NPCIL to co-develop an indigenous 900mW PWR by upscaling the 83mW LWR that was developed for the S-2/Arihant, S-3 & S-4 SSBNs.

8) Financial sanction has been just accorded for BARC to develop a 190mW LWR by upscaling the 83mW LWR. This 190mW LWR will also be offered for installation on the projected IAC-2, & on the S-5, S-6 & S-7 SSBNs.

As per the source given by this proud Indian we are also devloping a 150 mw nuclear reactor for our SSN's.Now this is some serious shit,if it is true.......
And 190mw for IAC2??

Yep , 190MW reactor for IAC2 if navy wants them nuclear powered and also for next gen SSBNs from S5 onwards .
