To answer this question, First and foremost thing is to believe / start thinking on the premises that we are not only the physical bodies and there is some element of eternal nature inside us.
Once you accept this premises then this will open infinite options for you to be reincarnated as per your wishes.
All you have to do is to yearn ( In Urdu : Shiddat se chahna ) for a particular thing at the time of your death AND that eternal element in you will take you towards your desired destination.

It is not entirely dependent on our wishes though a heartfelt belief does get answered. The soul takes on a life depending on its state of energy and the availability of a womb matching its state.

he basically repeated what u said but elaborated too much. Its like there is a system and everything has to follow that system. God governs life and death to a certain extent.
What intrigued me the most is what he said in the very end about ghosts and spirits but he wanted to stay away from that.
