You see reconnaissance aircrafts are large and can be easily detected engaged by S400 from a pretty good range in order to get good result with EW and AWACS the main point is to stay out of anti air missiles range but since the S400 has an missile especially built for targeting reconnaissance and said aircraft there use is somewhat held back against such systems leading to reduced effectiveness so it's better to focus on long range strike options for such systems rather than air Based EW but land based EW is an option like you mentioned

Max range of S-400 SAM is 400km and PA already have deployed several type of weapons which can hit deep enough to take SAM launcher which should be close to 200km from Pakistani border to be threat for AWACS of PAF, even MBRLs can be used to take out those launchers.

Sub sonic is still traveling at 700 km approx and at tree top level night time attacks will go through without problem... Day time will also go through most of time as very little warning to gunners who probably will b relying on naked sight to aim and shoot but they can get lucky occasionally

Practically,its impossible for a SAM to target a very low flying aircraft such as Mirage.On paper its missile might be able to fly at 50 ft but in reality that's not possible.

True incase a SAM or ground based radar tries to engage/track a very low flying aircraft hiding behind earth's curvature; however, things change drastically when the enemy has an AWACS platform observing the airspace and modren jets with look down/shootdown radars on CAP. Low level flying can only deceive ground based radars, not AWACS and fighters with lookdown/shootdown radars which are able to distinguish a low flying object from ground clutter beneath it. The days of 65-71 when PAF and IAF struck each other repeatedly by flying low are over. I am sure that Pak planners have a counter for S400 but that for sure is more than just low flying mirages.

In light of defeat India faced on Feb 2019, these are potent steps clearly, Indians are taking by investing heavily in S400 Missile systems, new radars and then heavily pairing EW with advanced MALE drones so that India can flex its muscle effectively and efficiently.

With 4.5 Generation Rafales as the IAF mainstay, new modern attack fighters coupled with agile Su 30 mkis, & Mirage 2000s, it is certainly giving severe "headaches" to PAF officers and its planners now and the 220 million Pakistanis overall now.

Other than JF17 Block III announcements, no proper and wholesome response at all has come out from PAF or Pakistani Government itself sadly. Pakistan is relectantly quite on it...which signals not any good news.
