Russia's Aircraft Carrier Crossed Into A NATO Member State's Exclusive Economic Zone With Total Impunity

On May 8, Russia's only aircraft carrier, the Admiral Kuznetsov, passed through the Netherlands' exclusive economic zone (EEZ). Although the Dutch Navy had spotted the Kuznetsov days earlier, it was unable to provide an escort for the Russian warship as it passed through their EEZ, David Cenciotti wrote for Medium.

Just as it is common practice for NATO air forces to scramble and intercept intruding aircraft, non-NATO vessels are supposed to be escorted as they pass close to a respective country's shore.

Ultimately, the Dutch Coast Guard resorted to deploying a Dornier-228 aircraft to shadow the Russians through the Netherlands' EEZ. But the aircraft lacks the equipment necessary for comprehensive electronic or photographic intelligence gathering.

Although the ship did not pass into actual Dutch territory, the decision for the Russian aircraft carrier to pass through the Channel — instead of following the usual course of sailing around Ireland — has been viewed as a Russian show of force.

Since 2002, the Dutch have retired their entire fleet of dedicated patrol aircraft. The Royal Netherlands Navy has also shrank due to years of military budget cuts.

This failure of the Dutch to escort a Russian ship through its own EEZ underscores a wider failing within Europe to maintain a state of military readiness. NATO members are meant to spend at least 2% of their GDP every year on defense spending, although only four member states reached that goal in 2013.

Defense spending throughout much of Europe has steadily fallen over the past two decades, partly because of the U.S.' treaty-bound protection of its European allies. And the end of the Cold War convinced European states that a period of peace was at hand.

The average defense spending of European NATO members fell from 2.5% of GDP between 1990 to 1994 to only 1.6% of GDP by 2013. In comparison, the U.S.' defense spending remains over the NATO minimum at 4.1% of GDP.

U.S. Secretary of State John Kerry hasinsistedthat NATO members began to make credible commitments to increase their defense spending over the next five years.

Netherlands' Response To A Russian Aircraft - Business Insider

The difference between the territorial sea and the exclusive economic zone is that the first confers full sovereignty over the waters, whereas the second is merely a "sovereign right" which refers to the coastal state's rights below the surface of the sea. The surface waters, as can be seen in the map, are international waters.....

Vikramaditya passed through the English channel. Was that a show of force too?

If Kuz went through channel, then EEZ of Belgium, France, Germany, Denmark, Norway and/or UK were also passed through too. What about their escort? The whole point of NATO is that you combine forces as needed, so it doesn't come down to a single state.

The Dutch P3C Orions are now operated by Germany (next door), where the replaced the Brequet Atlantique.

Heresome more details provided.

» Russian navy makes a pass; the Dutch have nothing to show for

This has lifted a [flawed] Dutch article from Marineschepen.nl , another unofficial site.

It mentions Zeven Provincien detected Kuz but conveniently fails to mention it did so in the Bay of Biskaye, while already en route to an out of area assignment off Somalia, as Kuznetsov was - apparently - moving north towards the North Sea.

The Kuz was then tracked by British HMS Dragon, which met up with a Russian task group off the coast of Brest as they entered the English Channel on Wednesday to sail north. HMS Dragon as Royal Navy’s Fleet Ready Escort – a designated Royal Navy Frigate or Destroyer that is maintained at high-readiness for UK home waters – sailed from Portsmouth. Once the ships spotted each other they briefly sailed close by as a standard ‘meet and greet’.

Daily Mail newspaper reports UK Defence Secretary Philip Hammond said that the deployment of HMS Dragon was part of a pre-planned operation. 'The decision was taken about 10 days ago when we first knew of the Kuznetsov's planned route. These movements are pre-planned. We are notified of them in advance,' he said at a Westminster lunch for political journalists. He also said that HMS Dragon had taken over from a French destroyer which tracked the Russian flotilla through the Bay of Biscay and that HMS Dragon would hand over to a Norwegian warship.

[So, I conclude, there would be no Dutch ship involved to begin with.... and this was planned. Yet, a NATO escort present all the time]

The Daily Mail also reported that the Russian ships were believed to have been returning to the Baltic after manoeuvres in the Mediterranean. They were headed for a naval base in Severomorsk in the north-west of Russia

The DM article states that is not unusual for Russian warships to pass through the Channel - in fact, the very same group went through the CHannel in the opposite direction in December 2013. At no point have the ships entered any territorial waters - which extend 12 nautical miles from the coast of a country. According to a UN treaty on sea passage, there is no reason military vessels should not be allowed through so long as they do not threaten the peace or security of a country.

2013-14 Deployment[edit]
On 1 June 2013, it was announced that the ship would return to the Mediterranean by the end of the year.[26] On 17 December, Kuznetsov departed its homebase for the Mediterranean Sea and will not return earlier than May 2014.[27] On 1 January 2014, Kuznetsov celebrated New Year while at anchor in international waters of the Moray Firth off northeast Scotland. The anchorage allowed replenishment of ship's supplies and respite for the crew from stormy weather off the southwest coast of Norway. It will now proceed to the Mediterranean Sea.[28] On February 28 it docked in Cyprus.[29]

In May 2014, the ship and its task group: the Kirov Class nuclear powered battle cruiser Pyotr Velikiy; three tankers; Sergey Osipov, Kama and Dubna; one Ocean-going Tug Altay and the Tank Landing Ship Minsk (a Ropucha-class landing ship part of the Baltic Fleet?) sailed home and approached the UK.[30]

Destination Severomorsk is on the Kola peninsula, all the way in the top right of the map. Cming from the channel, you go straight up to the Norwegian coast.
