It was much better option compared to Gorky that even lacks in the Mig complement. CDG has much more punch in it. we had to go to Russians cause we couldn't build both in India which is a pity we should have atleast 2 shipyards capable of constructing Carriers.
And I hate to admit it but a second hand, 45k tonne, ex-helicopter carrier, with 16 Mig complement with 10 years post delivery warranty The Gorky has been a rip off and how long do u expect it to be in service it was launched somewhere in the 80s????

The condition was either buy MiG-29K or Su-33 and pay for the refit.

However Russians spoiled the party by demanding more money and delays due to which the cost of the carrier went to almost new one and the arrival date is now almost with IAC-1.

You are forgetting basics.
CDG is nuke powered. You just dont replace reactors with boilers and turbines. Its not that easy. So need R&D and more time.
CDG is designed to make something like Nimitz which can carry fighters, helo's as well as planes like E-2. What the Indian Navy have beyond Helo's and Harriers and MiGs?
CDG comes with catapults where as Harriers and MiG-29K require Ski-Jump.
CDG costs 3 billion. Even if you make it a non nuke how much it would cost to Indian Navy?

Agree with the rip off part. However that is what it is supposed to be. A stop gap between Viraat and IAC-1.
