I have seen the issue up close when I used to work for Micron Tech and we were setting up our Shanghai facility. Chinese engineers and technicians are very good at problem solving at the local level but not very creative at the process level and process is where I resides.
Put it this way...Your software is subordinate to my process. I am the guy who designs the
PATHWAYS for the product. You are the guy who works for me who make sure the software works as I intended the process to go. I do not need to know the intricacies of C++ or Python. I just need to know that you are and get you to do your job as I hired you to do.
It is not just Micron but Intel who also knows the creativity problem. Intel's Dalian Fab 68 is completely dependent upon American counterparts for everything for set up per Intel's 'Copy Smart' program...
