Russian asked for an additional $100 million for Talwar class frigates

Already hit by the massive delay in the Gorshkov aircraft carrier delivery, the Indian Navy may be in for another blow.



A top Russian official has said that the first of the new Talwar class frigates, ordered under a $1.1 billion contract in 2006 and set to be delivered by the end of this year, has been delayed.



While Russia has not formally conveyed any delay in the project for construction of three Talwar class frigates to India, concerns have risen after a senior official from the state-run arms exporter Rosoboronexport publicly stated that a new deadline will have to be drawn. India ordered three of the frigates in 2006, with the first ship to be delivered in 2011.



“We have not yet been informed of any delay. We have a team in Russia that is overseeing the project and they will discuss the matter,” a defence ministry official said.

While the quantum of delay has not been specified, senior Russian officials have been quoted as saying that while dockside trials are on, the frigate will not be able to meet its deadline. Besides the delay, a price escalation is also likely as the Yantar shipyard that is constructing the warships has asked for an additional $100 million for the ships to factor in inflation.



Defence deals with Russia have been hit by a series of delays with the biggest example being the Gorshkov aircraft carrier. The aircraft carrier which was to be delivered by 2008 has been delayed by almost four years and is likely to be delivered only by next year.

In 2006 we started to make good ships and now with the shivalik class we are sure with what we can do imo all the orders should be grounded and should be given to indian shipyards

i agree with bolded part. according to brigadier mahajan(retd) price of military hardware rises at 15% per year.

it means price of weapon is 30 million $ after 5 years for buying same weapon you have to pay nearly double price.

the slow pace of procurement is reason we have to buy costly weapons. correct me if i am wrong

Currently we are building 7200 ton Kolkata class stealth destroyers and 6200 ton P17 Shivalik class stealth frigates which are much better than the Talwars.Even the P28 Kamorta class 2800 ton heavy stealth corvettes are of same if not better capabiliy with Talwars.The model upcoming P17A class frigates submitted by GRSE looks just like FREMM class frigates.
But one thing we need to think that our shipyards are already over croweded with upto 50 warships under constructions and two large shipyards are under upgradation.So navy had to order the russians for these Krivak 4 frigates to keep up its combat potential.

I think IN or GOI should acquire some pvt shipyard to build these ship. for me this is best solution of this problem

This is old news... heard about it months ago- and the shipyard was asking for the money from the russian govt not the indian...... besides the talwar class is one the best frigates in the indian navy

Russian naval shipyard Yantar has asked for additional $100 million to complete three Talwar class stealth frigates for Indian Navy. As per Kommersant business daily, the lack of funds has delayed the completion of three frigates for India under the $1.6 billion deal signed in 2006. The delivery is set to begin in 2011. This is a rquest from the ship maker to the Russian Govt and it will not escalate cost for India as per Kommersant. But, it may effect the delivery schedules.

Yantar is building INS Teg (sabre), INS Tir (arrow) and INS Tarkash (quiver) for the Indian Navy.

“The Indian side was aware of the issue and was treating it with understanding,” a source close to the state arms exporter – Rosoboronexport was quoted by the daily.


“We are not considering increasing the contract price for India. We propose to settle the issue with the help of domestic reserves, including those of the United Shipbuilding Corporation,” an unnamed Rosoboronexport source said, underscoring that there will be no repetition of Gorshkov story, which led to the doubling of initial cost of the deal.

Inflation factor should be accounted. Hope MoD comes to some sort of agreement with Russians and get it sorted.

Can't agree more buddy.I think GoI has already started the process.The pipavav shipyard recently received a big order from IN to build OPVs.They are expecting now an order for 4 stealth frigates from IN.L&T's Hazira facility has already been dedicated for SSBNs.After the Arihants the followon bigger SSBNs will also be built by them.On the other hand thd MoD has taken over the HSL only for navy.This facility will be dedicated for building SSNs.So it seems IN is now in the perfect track.

@omega - dont compare the kamorta class corvette to the talwar class frigate - there is no competition- both belong to completely different classes and are made for completely different roles

Give them $100 million , else they would make more delays and the price will be hiked.

Russia already doing it for cheap and is trust worthy.... giving $100 million dollars is not going to be much of an impact.. it is indeed for national security

The russians have realized that their value of alliance is wearing out as india is stacking up on the riches..so why should they sell at discount the soviet way..bring in capitalism and exploit the maximum profits!

Well as the Russian currency and their economy rises, their products will only become more expansive, but still nowhere near as expansive as their Western counter parts.

They are not asking money from india, the net amount india has to pay has not changed since the contract was signed
