A proxy army is an army that does the bidding of a super power. Usually, an army that buys weapons from a single super power is controlled by that super power and is a proxy army of that super power.
 
Russia has 25 warplanes, 5 naval ships and about 910 men total in Syria as of today.

Iran on the other hand.............

1 Su-35 is more effective than 10 1980s MiG-29. Jableh base > the entire Iran air force. On of that, they got A-50U AWAC planes and Il-20M recon planes there.
 
Keep in mind, Iran brought a very reluctant Russia into Syria.

Russia would have intervened in Syria without Iran's invitation. Syria is very important to Russia. Russia has weapons. Iran does not. Russia cruise missiles can hit thousands of km. Iran has no cruise missiles.
 
Iran has plenty of cruise missiles, and thousands times more IRBM's than Russia can ever dream off. Iran also commands 50,000 militia members on the ground in both Iraq and Syria.

Documented fact when Gen Soleimani was sent to Moscow in late 2015 to convince a totally reluctant Putin to finally intervene on behalf of the resistance.

Iran tried to involve Russia from early on in 2012 timeframe, but Mr Putin wouldn't listen.

P.S. Keep in mind, Iran could also have done all this whatever Russia is doing, but at a much greater cost to itself, more so of it politically as the Arabs and Turks would nag far louder that look...those fire worshiping pagan Persians are intervening in yet another Arab country.

Don't make me laugh. Russia army is so advanced. Russia army can take all of Syria within a week if it wanted to.
