I dont think they are making the cells, i think they are assembling the cells into a panel.

there is a govt org, goes by PCRET, they have fabricaiton tech for cells, but it may be outdated. Since the current govt is all for green energy, they should revitalize this org and establish a joint fab facility with a private partner.
