The problems of your country are far deeper than any constitution or politics, the problems is the extreme ethnic diversity where it can be considered you are 4-5 nations in one, there is an extreme clash of civilisations, cultures, societies, mindsets and history.
It ignores a lot of realities to throw such people in together.

Ethnic diversity can be a strength or a weakness. It could have been a strength had the state been governed competently. It still can be.
You can do all that within the framework of the current constitution.Yes, the current constitution could have worked if it was followed, but it never was. A switch to a presidential system will work better. The population of the country will vote directly for a president and he can form his cabinet from anyone he chooses, not MNAs.
There need to be 32 provinces based on the former divisions. This will break the stranglehold of the enormous provinces we have now and deliver better services.
There need to be more safeguards to control the military.
There are lots of reasons why a new constitution will work better.
