Doesn't seem like Ravinder Kaushik. He was an actor before joining RAW, this guy looks like a criminal which is why a policeman is chasing him.
Check the scene at 0:29, that police uniform looks like indian but then there is some green patch on the uniform on arm, not familiar with it. Anyways it doesn't look like pakistani uniform.
As far as i know Kaushik's cover didn't get blown until another indian agent got caught and revealed about him, so that chase scene cant be in pakistan if movie is infact based on Kaushik's life.

Indian intelligence never ever declassify any document regarding the sources or officers .... without any formal information Ravinder Kaushik or Sarmat seems more of a fiction then reality .... anyways R&AW is a failed agency with more failures then successes ... there is no Ravinder Kaushik in reality ....
