People only act when they see what they consider to be theirs to be threatened , some people associate themselves to family, some to religion , some to caste , some to ideology . During the entire childhood people are taught "not to interfere" when the other two children are fighting , or the lines "don't bother" , "its no use" with literally everything. This is taught through out your life as you grow up , you cant expect people to suddenly change . So you end up with certain societies who do nothing or certain other who go overboard and end up taking justice into their own hands . In short these people can't be really blamed
