UNSC did not "ask/order" myanmar (esp as a state) to "stop" anything....in contrast to say what Sudan did in Darfur (Sudan labelled both as a country/state actor in that by UNSC, sanctions bought to bear and war crimes court put a warrant for their leader's arrest).
It (UNSC) just condemned the violence and asked for humanitarian workers (not even peacekeepers or anything that would question MM sovereignty) to return to area to help with situation....the most basic watered down thing that MM was saying anyway from its specific interpretation. All done just so UNSC can pass something no matter how small and insignificant it is to actual implementation. It would be impossible for any country to not call for what UNSC called for with this kind of generalised, open language.
But maybe BD will take whatever it can get at this point (optically,verbally) no matter how small, given the realised reality that will continue to be enforced on you on the ground (that was,is and will be a big win for MM). We see it across the board regarding anything related to BD (dissonance of optics with realised reality).
