No two houses generate same amount of trash. it would be very unfair to charge same amount to every house.
Focus should have been on reducing garbage, not exploiting the habit of garbage generation, into any opportunity to extort more money from an over taxed nation.
Besides, If people have to pay for every thing, than they shall also have freedom to hire people of their own choice.
Rules of developed nations are not applicable, because they rely too much on their system of education and trust in it's people.
Here in UK we pay £70 and above per household for our trash being picked up.

Any large items such as fridges or furniture or even a bucket, has to be brought to the council's trash centre by our own means.

yes there are dumpsters but in very few numbers .the shopkeepers not only throw trash on roads but some stupid shopkeepers also put trash on fire in the center of roadDon’t most of them have trash dumpsters?
Here in Sweden, this facility is provided free of cost by the commune because they know how to use the trash. It is in fact a valuable raw material for recycling, district heating, and bio fuel.
But we as citizens, sort all our trash in categories
- colored glass
- glass
- soft plastic
- hard plastic
- biodegradable material
- Packing material
- magazines and newspaper
- metal (cans etc)
- household trash (burnable material)
- Batteries, Cells
- Electric bulbs. tube lights etc
So we do the hardwork but then the communes ensures it to regularly take away the trash and empty the bins.
And it does not end here, for all medical refuse like syringes, needles, medicine (expired) or throw away stuff like bandages etc, we are provided special plastic bags from the nearest medical store and we have to leave that refuse there. This keeps the society disease free and hence less stress on people and govt.

As I said it is an input for them so definitely they make money from it or at least they break even.
