Its internal matter of Pakistan but still I dont think why IB( Intelligence Bureau Pakistan) is not able to track those who are moving .... If they come from Afghanistan they pretty much travel 1000KMs to reach the point , but still they are not able to track and neutralize them .....In India there is LIUs (Local intelligence Units) they are eyes and ears of over all Intelligence structure .

Sadly the periodicity of such tragedies shows how mainstream violence as a methodology as come to be seen by interest groups in Pakistan. The constant indulgence of terrorist groups that further strategic policy by hurting the Indian army has given a perception that such methods are acceptable. It also breeds contempt for the army in the minds of these terrorists on account of constant familiarity and over time they will get less and less cowed down by talks of restraint, etc.

Mainstreaming violence as a methodology occurs in many subtle ways - not necessarily by funding such groups. Even tolerating someone like Hafiz Saeed (just as an example) who espouses extreme violence in his speeches - sends a signal to others that the establishment will tolerate his methods. Even if he is just a speaker his constantly being defended by the highest authorities shows that is acceptable. If done for sufficiently long it will be seen as 'normal' (similar to how some of Trump's outrageous insults are normal in the US now).

The only way to stop this cycle of violence IMO is to immediately end this appeasement and support (both tacit and explicit) of any group that might use arms to further their objective - whether in Kashmir, Afghanistan, sectarian or anything else. It will stop the bombings, reduce diplomatic tension and enhance international standing. Finally it keeps the path clear for legitimate Kashmiri aspirations to be resolved politically.
