Yeah, I've noticed the same.

In India if I'm not wrong around 25 lives have been lost due to terrorism in 2013.

A single attack on a single day in Pakistan causes more deaths.

Yet ISI is better than the RAW.

Attacks by people of a very similar capability as the Afghan Taliban, who have given NATO and their intel agencies a hard time in Afghanistan. Or perhaps the USIC is worse than RAW because 9/11 happened under their nose...? Of course not --- stopping terror attacks is one function among many.

Try have a multi-thousand mountainous porous border with Afghanistan (perhaps the most ungovernable and violence-laden country on the planet) --- and then having it invaded, being on top of the list for de-nuclearization for various astronomically better-funded intel agencies and not fitting into America's goals of containing China in the region.

You can't compare apples and oranges.

Generally, it is well understood by most experts that the ISI punches well above its weight given the severe economic and geopolitical challenges Pakistan faces. At the very least, it has kept R&AW and IB on its toes for decades.
