I'm sorry but if these students are protesting because fellow students have engaged in illegal chemicals, brought them in and are now being held accountable, then that is ridiculous.
A University is an Academic Institute, under its premises any illegal activity is not acceptable and nor should it be allowed. If you can't abide to the regulations set by University Authority Standard Councils then you have no respect for your respective institute and therefore should drop.
Also drugs is a serious issue, most of these students come from other Cities and assume their parents, relatives aren't around so it's acceptable to do what you want. Their parents should be called if after first warning they do not change their behaviour, having said that it could seriously impact the education of other students and misguide them.
Any Institute has a duty to care towards their students and ensuring the environment is safe and secure, as well as up to standards.
No one should give into their stupid demands. This is the most absurd thing I've come across.
