He used a double Negative when asked about a positive joining of forces. He said "we won't EXCLUDE it".

Context: For years Russia has expressed criticism about US block building on its doorsteps and repeatedly calls it out to disturb balance and raise concerns that cant be the basis for trust and healthy relations.
Context: The early 2019 position was that they dont need it and they dont plan it, with the disclaimer that he has an eye on the West building such an alliance with Korea, Japan etc.

His first statement is not about the alliance and not his actual answer to the question. He is making a distinction between a hypothetical answer and his actual answer. Rationally, he can answer with a yes, but that's a pointless statement, so he is setting hypothetical speech aside from the start and instead answers it by clarifying his actual current position and perspective. You apparently didn't even read the actual answer.

Did you even read the clause before the conjunction in the sentence you refer to? It does not even register in your ridiculous "He said a FLAT OUT NO." nor in "IN THE REAL WORLD, it is not going to happen. IT IS NOT PRACTICAL" interpretation. You seem to have not read anything but the "we dont need it", before jumping to the conclusions that it negates both the subject of the question and along with it your projection of your own perspective on a military alliance on Putin. The qualities he sees in it stand before and after the second clause, before you ask. Can you even properly read and understand English? There is flat out no "flat out no" response to the question asked at all. He does not even negate the subject of the question. The complete opposite. Putin flat out rules out the "no" answer you hoped for. I can't even find a clue where you pulled out the "IT IS NOT PRACTICAL" from. Its seems you just buttered more of your imagination in there.

Well first what he says is past tense so ad verbatim hes just saying why it has not happend yet if we want to go that far, but more importantly hes is saying a military alliance at this point would qualitatively not even add anything to the table, hence is redundant, coming from his a) aversion to pointless labels b) critical stance on US alliance building and c) the diplomatic position that Russia does not seek to escalate and polarize things, which is essentially the only thing formalizing the relation under the label of a military alliance would do at this point.

What you can additionally read inbetween the lines from that is that there is practically nothing that actually stands in the way of an formal military alliance anymore.

Hes not just flashing his cards with the mere suggestion and indicating hes ready to play them. Hes giving a stark signal to other players about them. What more is that in two years he changed his tune from "we Russia dont need that and dont have plans, but seeing America building blocks..." to a "our relation does not even need that and so far there is no plan, but that American block thing will require action...". You would not even have this entire conversation about any other nation. That is why its making waves.
