What you can do is look at things like level of civilian technology, products already in service and the financial and engineering strength of respective countries.

I doubt S-400 is some kind of magic SAM. The only impressive spec is the range. But range is not everything. The jam resistant and ECM plus the reliability of the guidance are other key point in making a good SAM.

The radar of HQ-9 is very impressive. Not only it just guide the SAM, it can act as a command and control to guidance artillery bombardment and other ground operation. Its like a radar for joint opts.
