Upper punjab is free of feudals.

That's more to do with distribution of land by Britishers during agriculture boom than people. Sindh & Southern Punjab is under feudalism since centuries. I don't think chief minister of Punjab did any effort to bring land reforms or took any measure to root out this problem. It's all vote bank politics, PML spend most of budget where they have vote bank, ignored people will not vote for them as they don't do any development for them - so it will continue forever unless CM of Punjab realize that he is CM of whole province. If he can't do justice than it's better to break Punjab into smaller provinces and let the people of south to manage their affairs - i know there are more chances of that becoming interior Sindh but at-least people will not have any feelings of being ignored.
