PTI calls for electronic voting machines in upcoming elections

ISLAMABAD (Dunya News) – The Pakistan Tehreek-i-Insaf (PTI) has demanded that the upcoming elections should be held under the Electronic Voting Machines (EVM) system.

While introducing new suggestions in electoral reforms, PTI demanded that a parliamentary committee, consisting of members from government and opposition, should be formed for setting up the caretaker government prior to the elections.

The party also demanded that age limit of 65 years should be fixed for the secretary of election commission and that he should be appointed by the commission itself.

PTI called for the voting rights to be given to overseas Pakistanis as well.

The party demanded that the voters list should be made public sixty days prior to the elections and ban on rallies and usage of loud speakers during the election campaign should be lifted.

PTI also demanded that the essentials of polling process should be transferred from one place to another through Pakistan Army and that the soldiers of Pakistan Army should be deployed both in and outside the polling stations until the results are announced.

Authorization code come to you by Email from NADRA office you can always request it to come to your email (2 minute) or home by regular mail (5 days)

Process should be simple

1 - Internet

so your voting district can be determined

Reasonable demands and i agree that to have fair and transparent elections we need to have electronic voting machines and the military be used to control the law and order situation and be in charge of transportation of the polling equipments. Also Pakistanis where ever they are should have the right to choose who leads the country and who represents them overseas.

Nadra needs to make ID cards that have a chip in it. Voting machines should have a chip scanner so that once the card is placed in it, the person will be able to vote regardless of where he is, either in Pakistan or overseas. Chip card readers are so cheap nowadays, you can get one on ebay for around $10

Well the solution I mentioned does not need any "New Technology" that can delay elections , we already have

That system will work fine if the populace was all educated but that is not the case in Pakistan. Having a chip on your ID card means that even an uneducated person can put his card in a machine for it to be scanned. Also you can run training ads on TV channels to educate people prior to the elections. Even then if the person is unable to put his card in a machine, the staff at the polling station can assist.

Regarding damaged chips. There are now even cards available that the chip is inside the card so it doesn't get damaged by normal wear and tear. The only time it will not work is when the card is actually broken. In that case its the responsibility of the person to insure that their card is replaced if its damaged.

Finally regarding the delay, i am sure 12 months is enough time to organize this. But even if it can't be done in the 2018 elections then it should be done for all the subsequent elections

this way, MQM, NOON, PPP and others will make a team that will go home to home and will make people cast votes on spot and then move to next house.. easiest way to do rigging

Well unfortunately voting is a private matter "extortion" for vote is a criminal offense

This is where secret services / investigation units come into play that is normally the prime objective

No one can be with in 10 meters of the booth where the person casts their vote in 100% privacy

Sir, even the most advanced country in the world, the United States of America, does not hold elections over the internet. There is a very simple reason for this. No server in the world is secure from hacking, we know this to be true because even the hack-proof Pentagon has been hacked into.

All those votes cast over the internet will be routed to one central server where they are counted and the winner determined, how will you prevent someone hacking into that central server and "adjusting" the vote count to suit a candidate?

Quite a secure system

1 Nadra card , 1 Authorization code = 1 Vote (Cannot vote again)

Fairly Hack proof , as hackers do not know NADRA Card number or Authorization code (Issued by NADRA / Election comission)combination the two ID , prevent any illegal vote from being casted

Authorization Key is issued to Holder of NADRA card on their "Home Address By Postal Mail" or if they like they can get it by email on record with NADRA office. Alternatively they can go in person to office with NADRA card 30-60 days before election and get the authorization letter in person (it has their code inside it) which only they have it

• Without the correct combination of card number / authorization number your vote is not accepted , check and balance

Your home address in Pakistan , as mentioned in your NADRA card brings up your District where your vote goes automatically


1- Data Servers exist in Secure Military Compound
2- Appropriate security exists to make sure Duplicate votes are identified by IT report
(reports can be run in minutes)
3- If 100 votes are casted with 1 ID this can be caught in 1 minute (Technically system can be designed to never accept duplicate Nadra card ID)
4- If you voted in person , then you can't vote online and reverse is true as well.


I believe Canada runs their whole Pension/Benefits /Taxation / Government services Website with such "ID / Authorization Token System" 100% web based , Just need existing technology such as Web Browsers and your laptop or PC

• Very easy to Develop Audit Report District by District on voting infact you can give the result real time (1 hour delay )

Technically Biometrics or Finger prints are not needed becasue if you hold a proper NADRA card , which has all that info already and the ID is valid government already knows who you are


Your Nadra Card + Authorization code , becomes your finger print ID for the election which can only be used 1 time.

Second time if you even attempt to vote . It will not allow you to Vote very reliable system.


Safer way to increase Election Participation as people are more happy to vote online vs going and standing in lines


Why Early Voting (7 days before election day):
Well you can easily pick any 1 day to vote when it is easy for you , if there is lack of electricity one day you can vote next day untill the last day of course


DEALING WITH RURAL POPULATION & OLDER GENERATION (None internet Savvy)

• The only people I would imagine would then go to in person booth might be perhaps the older folks who don't know how to use internet (They can use the Biometric machine) at booth to verify their identity

• May be in village people would not know how to use internet, if they have NADRA card they can vote at booth 1 time

• Even the older generation might get help from their grand son or daughter at home to easily vote (Tecnically their grandson or daughter can help them). Less intimidating for the older folk to vote

People who do not hold a Valid Modern Nadra Card ID , will not be allowed to vote unless they upgrade their card if they have older cards. Obviously if they have no Valid ID they can't vote

• IT Audit Trails , ensures that no one except the voter enters Data into system , using the online form. Technically you can restrict any modification to the system from third party or by pass system (Lock it down) after election concludes. No updates allowed or no New Data entry allowed (LOCK DOWN)

why didnt they propose these reforms in election since 2013
because they are not serious in any of it
