we don't need an ICBM, firstly it would scare the shit out of most countries in the world including Europe and America which may lead to sanctions and trade restrictions. Secondly we just need a policy of launching nukes in all directions if Pakistan's sovereignty is threatened by a major power that isn't india.

For example, if America and NATO are planning to invade Pak Iraq-style and we know it will be impossible to defend conventionally we launch nukes in all 4 directions the farthest they can go as per technical capabilities with the last nuke saved for a very special country in the middle East that is a major US ally...
