How many friends does Russia have? I'm sure China has almost same number of allies. Allies are important in diplomacy but diplomacy doesn't always count. Diplomacy couldn't stop Russia annexing or invading (whatever you call it) Crimea. If you have thousands of megaton size thermo-nuclear warheads ready, along with a mighty conventional force you don't need the diplomatic cover that much.

2% spending mean China will never have a military as strong as America even in the Western Pacific.

2% will also mean Indian military will surpass the Chinese military. India is on a massive military buildup with full access to the most advanced Western weapons.

I think corruption in China alone takes 5-10% of GDP. So spending 5% on military should be the minimum when China is surrounded by US, Japan, India, Australia, Vietnam, Philippines.

More advanced weapons will cost more. China needs not just high tech quality weapons, but in great quantity too.

5% is a graduate step to eventual stable military development and to project power. Right now 2% is alright but that need to be increase in the future.

Our current interest is in the western pacific but eventually we will project outward to defend our assets.

Personally, I would like to see a cultural transformation first in all branches of PLA.

An acceleration in professionalisation has to be the highest priority.

Prs. Xi has been urging that for some time.

IN parallel replacement of aged equipment is critcal.

Yes, budget needs to be increased but overall direction and strategies have to become solid first.

We do not wish to see money going to waste.

For some reasons I have a feeling that many many challenges will be thrown on China in the near future.
