Solution of Kashmir Issue needs to be looked at from basic premises:

Does India want to solve this issue ?

Is there any urgency for it, like Kashmiri uprising in 90's ? ,

Whether India is in any position to gain something out of it ?

Whether there is any external pressure on India to resolve this issue ?

Whether India is losing economically from the non-settlement of Kashmir Issue ?

In present circumstances the answer to all questions is a BIG NO

Therefore the ONUS is on Pakistan to create such conditions which might persuade India to come to negotiating table

I think Pakistan's policy on the matter is very reasonable, we don't ask for India to give up on Kashmir and hand it over to us on a silver platter. We are prepared to play our chips and ask India to do the same by agreeing to the plebiscite as promised by Nehru and then whatever the Kashmiri people decide, its their choice. Whether they opt for independence, union with India or union with Pakistan, both sides should accept it as the legitimate will of the people.

Plebcite is now out of the equation because pakistan has ceded the parts of kashmir to china on a platter.
