Think in strategic terms like the ISI, Russians, and US do. You will only conquer land if it benefits you. Abdali knew that Punjab was a food belt. Afghans also never had contact with any other empire via sea, which was the fastest route during those times. Afghan kings in those times had the foresight to take Punjab green belt for food, and to take coastal areas of Sindh for trade, travel and diplomacy. After Pakistan they simply went to India to plunder gold from hindu temples.

What I am trying to say is that the Afghans want all of Pakistan, not just KPK. A country with access to the ocean is much more advantageous than a country isolated in the mountains relying on others for trade via airplanes.
