It is not what they do but what they Claim. For example, Pakistan Claims that they only provide moral support to Kashmiris, Claims that they did not know about OBL presence in Pakistan, Claims that the did not have a hand in 26/11, Claims they were not aware of AQK nuke smuggling, Claims that Pakistan army never fought in Kargil war etc.

Make sure you take Pakistan's Claims at face value.
