its called prevention. the law and order system in the state was taking steps to prevent any mishap, such kind of gatherings take place all over India without any issues.
But authorities have to be extra careful about such gatherings taking an ugly turn in kashmir.

The curfew was not even in the whole of Srinagar, only parts of it. For pakistanis it will be equivalent to a curfew in some parts of Karachi (and not the whole of Sindh).
Please read the news before overreacting.

1. Only 2 police stations have curfew to maintain law and order.

2. There is a cheap gimmick to flame the communal tensions as some Shias want to forgo the traditional route from which they take possessions every year and want to take the new route of Muhharam which was banned from 1990.

Religious possessions are stopped not only in kashmir...
Even in my state of tamil nadu(in my area) police stopped a hindu religious sabha meeting citing non clearance during these periods...
they didnt explain briefly but we have to accept right coz they are our protector and police!!!
