Gwadar could be expanded and built like Dubai, where locals and foreigners can invest. I remember reading how many international companies moved their HQs to cities like Bangkok and Jakarta in the 90s. A New Gwadar with good infrastructure and security would bring in so many people and money, it would be the next big thing literally. Another similar city could also be built along the coast so you end up having two dubais.
