PHILIPPINE police have disarmed a bomb which was found in the engine compartment of an Indian businessman's car after he drove the vehicle to a garage for repairs.

The car repair shop alerted police when a mechanic found the device after the Indian owner, a money lender, and two compatriots drove there for repairs, Senior Inspector Walter Ebora said.

"We still cannot conclude what the motive was. They could be the targets or it could be an act of terrorism," said Mr Ebora, the police chief of Alaminos town, about three hours' drive from Manila where the car shop is located.Police described the bomb as made from military-grade C-4 explosives rigged to a mobile phone triggering device.

Officers took the three men in for questioning but Mr Ebora later said they were being released pending further investigations. The three have lived in the area for several years and can speak the local language, he added.

Violence related to business or political rivalries is common in the Philippines, where there is an active black market for weapons, such as guns and explosives.

They were most probably the targets.

Loll; these guys are collection agents for the "5-6" guys in the Phillipines which are Moneylenders who lend money out at exorbitant weekly rates. There will be a multitude of people in Phillipines who will prefer to blow them up instead of paying up on the exorbitantly inflated loans.

"5-6" is a serious social menace in the Philipines. But it has existed for a long time.

Totally agreed. The problem is because "5-6" is so easily accessible to common folk without any of the paper-work and credit-worthiness requirements that Banks insist on; that it flourishes. Then the attendant menace of collection agents or "Bombais" with strong-arm tactics also follows. Maybe the Phillipines should seriously set up Micro-Credit Societies for that strata of society?

Well its hard because its easy to brow money but there have been alternatives but its still needs a lot of paper work which most folks don't have.

Micro-Credit Societies are much simpler in their operation. A Co-Operative society is set up in the neighborhood or "Barrio" where people join up and make regular small contributions out of their savings. Then when they have contributed/saved up a reasonable amount of money with the society, they become eligible for a loan which is a multiple of their contribution. Since everybody knows everybody else in the Barrio, the need for paper-work reduces drastically. And there is the attendant social stigma fear of defaulting on money which has essentially been borrowed from the Neighborhood. Maybe a good way will be to even get the local Parish Priest on board this kind of organisation! Confession will get more difficult. :D

Do read up on Micro-Credit societies or better still google "Grameen Bank" of Bangladesh. It is one of the best working models of Micro-Credit. If it can work among largely illiterate people in Bangladesh; that system can only work better in the Phillipines.

.
I guess they are more likely target because of their profession
