Most western countries outside of US has government run health care. And they are inefficient. So they would go to India for minor surgeries that would cost much less. And this happen to the state of Tamil, not all of India. South India is much more develop and advanced than north India. No foreign medical tourist would go to north India.

Actually, you are not allowed to pre-screen the students. What you can do is to say which region can be tested. The students are chosen randomly. In Germany all federal states are obliged to participate.

Indian participants were villagers of Tamil Nadu, while your Shanghai is full of elites where they spend on average 30,000 yuans on tuition in secondary schools annually and 19,200 yuans on other activities. Now these guys are are comparing elites of Shanghai with the villagers of Tamil Nadu. LOL

Chinese government only allowed rural families with access to tuition and high fees in school to take part in PISA test for favorable participation and persuaded PISA authorities not to publish the result of rural China.

The dropout rate runs as high as 25 percent in middle schools. The schools are often run down and poorly staffed. Classrooms packed with 130 students have been reported. Children must often work to help provide for their families, and secondary school fees (high schools charge tuition) are too high for many parents. It is clear that the student sample sitting for PISA is not representative of rural Chinese youth as a whole, but hails only from families strongly committed to formal education and able to afford the tuitions and fees of high school.

And, once again, do not forget that the provinces with PISA test scores were not selected randomly; they were those approved for participation by the Chinese government.
All of these elements undermine the representativeness of the PISA scores.

The american author is axx sore that Shanghai took first place, arguing that Shanghai does not represent entire China. But every country is free to select the states or city to participate. China is so keen to test itself that it even volunteered 12 provinces to take the test, although Shanghai is the official entry. The rural province score came close to OECD average.

PISA required students who take the test must be enrolled in school. Shanghai was the official entry!!!!!!!!!!! although other provinces volunteer for the test!

All the student who participated came from city that have proper school and education system, be it India or China. Otherwise they will not qualified.
