China would be better off, in this round, seizing all of Taiwan’s outer islands. China could even use the seizing of the Penghu Islands to build an undersea train tunnel to build up their logistics on those islands for the eventual invasion of Taiwan, only 30 km further East. It would make the threat so much real and more likely to lead to Taiwanese capitulation then China starting from just the mainland. It would also give PLA marines, Air Force and Special forces a lot of war experience.
