Pentagon not to pay Pakistan $300 million in military reimbursements

.
The Americans are still living in a pre Cold War era. The world has changed drastically. The carrot stick approach has outdated and has become a prehistoric instrument. Countries aren't intimidated nor rewarded by sticks and carrots. The writing is on the wall. The Americans have already lost credibility and by playing these silly games they aren't doing anyone any service.

Pakistan responds well to carrot and stick approach. This is why US continues to use it against Pakistan. It has not become outdated or have anything to do with credibility. It's about the relationship between Pakistan-US, which is not based on an equal footing, but on the basis of patron and client.

I'm least surprised by this childish behavior. One just has to look at the farcical US elections to get an idea where this country is heading at the moment. If this kind of childish behavior is portrayed by the people and the leaders, there should really be no surprise why things are so messy. The superpower isn't setting any shining examples these days.

US will be fine, whomever is its president. What you call the childish behavior is nothing more than the culmination of Pakistan and US relationship in the war on terror and emerging divergence of interests in the region.

Its all about CPEC.

People keep saying this, but what does it exactly mean? What would US oppose CPEC? How does CPEC threaten US interestes?

US assisted self-claimed next superpower India with $65.1 billion in economic aid from 1946-2012 and India is the top recipient of US Economic Aid till now. I would have appreciated US if they would have spent those tax payers money on their military rather than aiding self-claimed next superpower India because India won't be able to counter China ever.

Yaaro, Let America do whatever it want. Wo kabhi bhi Pakistan ka dost nahi tha. Je is ki fitrat he. Move on, dont depend on them.....

Exactly. But I do not understand why Pakistan is avoiding US.

Did China put any condition that US cannot be engaged?

I know US was interested and offered similar investment package for Pakistan.

The Pentagon will not pay Pakistan $300 million in military reimbursements after US Secretary of Defense Ash Carter decided not to tell Congress that Pakistan was taking adequate action against the Haqqani network, a US official said.

Relations between the two countries have been frayed over the past decade, with US officials frustrated by what they term Islamabad’s unwillingness to act against extremist groups such as the Afghan Taliban and the Haqqani network.

Pakistan to comply to certain conditions to secure US military aid

“The funds could not be released to the Government of Pakistan at this time because the Secretary has not yet certified that Pakistan has taken sufficient action against the Haqqani network,” Pentagon spokesperson Adam Stump said on Wednesday.

The $300 million comes under the Coalition Support Fund (CSF), a US Defense Department program to reimburse allies that have incurred costs in supporting counter-terrorist and counter-insurgency operations. Pakistan is the largest recipient.

“This decision does not reduce the significance of the sacrifices that the Pakistani military has undertaken over the last two years,” Stump added.

According to Pentagon data, about $14 billion has already been paid to Pakistan under the CSF since 2002.

Pakistan-US relations on downward slide: Sartaj Aziz

The decision by the Pentagon is a sign that while it sees some progress by Pakistan in its military operations in North Waziristan, much work remains.

Pakistan rejects harboring militants but says there are limits to how much it can do as it is already fighting multiple extremist groups and is wary of a “blowback” in the form of more terror attacks on its soil.

“(The) Coalition Support Fund is one of the many cooperative arrangements between Pakistan and the United States to pursue common objectives,” said Nadeem Hotiana, a spokesperson for the Pakistani embassy in Washington.

Relations between the United States and Pakistan were tested in May by a US drone strike that killed Afghan Taliban chief Mullah Akhtar Mansour on Pakistani soil.

Senate chairman calls US a ‘callous state’

There has been growing resistance in the US Congress to sending money to Pakistan. Many lawmakers have expressed concern about its nuclear program, commitment to fighting terrorist organisations and cooperation in the Afghanistan peace process.

In March, Republican Senator Bob Corker said he would use his power as the chairman of the Senate Foreign Relations Committee to bar any US funding for Islamabad’s purchase of $700 million of Lockheed Martin Corp F-16 fighter jets.

Americans have lost credibility? In which world do you live, my friend? Much of the world listens to them, not us.

Taliban movement has a strong footprint in Pakistan, like it or not. If so-called Quetta Shura and Haqqani Network are active in Pakistan, then this puts a question mark on our commitment towards War on Terror. Do not forget that they (i.e. Americans) assassinated Osama Bin Laden and Mullah Akhtar Mansour inside Pakistan.

Have a look:

Are we targeting only TTP faction of Taliban? Why not the others? Why is a Taliban faction (e.g. Haqqani Network) more important than diplomatic ties with USA?

Do also keep in mind that we knocked on the doors of IMF to rescue our economy from collapse in recent times, and they (i.e. Americans) did not refuse. Ishaq Dar and PML(N)'s good governance were not enough.

Yes, the Americans have lost all credibility. From the farcical war in Iraq which was entirely based on lies to the bogus war in Afghanistan. It is not very hard to imagine how ISIS/AQ gained strength and spread like an uncontrollable virus throughout the Middle East after the failed US occupation of Iraq. Today, the entire Middle East and even Europe is bearing the brunt. Heck, even the Taliban are in the end a US creation. Needless for me to delve into history. If this is what you call credibility... Only the weak countries listen to the US. The strong countries protect their interests at all cost.

The world doesn't listen to the US. Look at China, Iran and Russia for instance. Every country protects its interests. From Crimea to trade wars. Just look at the Iranian nuke deal. You name it. The US has a cunning way of blackmailing the weaker countries. This is not what you can term as listening, but this is forceful blackmail. Times have changed though. No one cares about the US. This is why a mad clown like Trump is taken seriously. When Trump says that the US doesn't win anymore he is right. When Trump says that the US isn't taken seriously anymore he is right.

Taliban movement has an even stronger footprint across the border in Afghanistan. Apart from certain areas in Kabul, Afghans are fully at the mercy of despot warlords and the Taliban. Pakistan has greatly diminished Taliban movement inside Pakistan. From Zarb-e-Azb to fencing the border with Afghanistan. At least Pakistan is taking productive steps to curb Taliban presence. What is the US doing in Afghanistan apart from being childish and resorting to blame games? Instead, the US opposes every proposal by Pakistan to counter the Taliban in Afghanistan. The biggest proof is that China has recently invested tens of billions of dollars in Pakistan because stability has returned.

What is FM Mullah and other anti-Pakistan TTP elements doing in Afghanistan? Why aren't they attacked and destroyed when Pakistan provides evidence regarding their presence? It is very easy to blame Pakistan for the Haqqani network. It takes two to tango. The Afghans and the Americans have indeed provided safe-havens to these anti-Pakistan groups which are trained and provided arms to kill innocent Pakistanis. Many attacks in Pakistan can be traced back to Afghanistan.

The Osama drama has been refuted by a reputable journalist in the US. It is highly questionable how US marines entered Pakistan, resorted to gun fire for hours near a heavily guarded military compound and all this "unnoticed". Even a chopper went down up in flames after an explosion. I'm not buying it and neither are many others. This was all in cahoots with the Pakistani leadership.

Mullah Akhtar Mansour was only killed inside Pakistan once he entered from Iran. It is bad for these Mullahs to be in Pakistan, but it is perfectly okay for them to be in Qatar, Iran and elsewhere. We know how the world works. Double standards and hypocrisy have become the order of the day.
